Tesla's Rocket trim (full thrusters for the flight stunts shown) is explicitly "not approved for public road use." Dual NHTSA/FAA rules for lift-off, plus ultra-high-pressure COPVs, make public-road approval near zero without major changes. The Performance trim (suction only, road-ready) has better odds of FMVSS certification by 2028. Musk noted legality varies by jurisdiction.
