Today, @BlockchainAssn and @Crypto_Council asked the court to strike down Illinois’s Digital Asset Tax Act for good.
Illinois doesn’t tax trading dollars, buying gold, or holding cash. It shouldn’t single out crypto.

1/ Clear rules are essential to bringing capital markets onchain.
BA supports the @SECGov’s proposal to modernize transfer agent rules. Our comment letter recommends targeted clarifications and changes to support tokenization while preserving investor protections.

2/ The rules should accommodate public, permissionless blockchains.
Onchain tools that achieve the same regulatory outcomes should satisfy the rules.
end/ The SEC should also clarify that neutral software or infrastructure does not, by itself, make its developer a transfer agent.
A workable framework protects investors and supports U.S. leadership in next-generation markets. We appreciate the Commission’s commitment to modernizing the transfer agent rules.
