More than 160 states have worked together to identify practical steps to strengthen respect for international humanitarian law (IHL) and better protect people affected by armed conflict. The guidance is being published ahead of the Global IHL Dialogue in Geneva this week, and the High-Level Conference on Humanity in War in Jordan in December. Covering issues ranging from the protection of essential services to the impact of new technologies in warfare, this guideline translates commitments into concrete action and puts humanity at the heart of decisions made before and during armed conflict. The rules of war exist to limit suffering. What is needed now is the political will to put them into practice. Read more: ms.spr.ly/6012aNNYs

The conference reflected the vision of the Prime Minister’s Ten-Point Agenda on Disaster Risk Reduction, particularly its emphasis on ensuring risk coverage for all. It also highlighted the importance of mainstreaming social inclusion in disaster risk management and addressing the needs of persons with disabilities (PwDs) across all stages of disaster preparedness, response, recovery and rehabilitation. During his inaugural address, 𝗦𝗵𝗿𝗶 𝗠𝗮𝗱𝗵𝘂𝗽 𝗩𝘆𝗮𝘀 highlighted the importance of assistive technology in promoting the independence, dignity and meaningful participation of persons with disabilities. He emphasised the need to integrate disability inclusion and assistive technology into all phases of disaster management, supported by accessible early-warning systems, inclusive evacuation planning and continuity of rehabilitation services. He further added that inclusive disaster risk reduction is fundamental to building resilient communities. Ensuring equitable access to assistive technology and accessible emergency services is essential to safeguarding persons with disabilities and ensuring that no one is left behind. NIDM's engagement with #ICRC and #ICMR has contributed to continued dialogue and collaboration on issues related to disability inclusion, rehabilitation and assistive technology. This engagement also built upon NIDM's earlier participation in ICRC-led initiatives, including the ICRC-ISIL Roundtable Discussion on “Safeguarding Lives, Preserving Humanity” in October 2025, the ICRC Consultative Forum on Mass Fatality Preparedness in November 2025 and the Red Cross Learning Exchange on Heat Resilience in June 2026. #NIDM #NConSPAT26 #AssistiveTechnology #DisabilityInclusion #InclusiveDRR #DisasterRiskReduction @HMOIndia | @ndmaindia | @NDRFHQ | @moefcc | @moesgoi | @Indiametdept | @MoHFW_INDIA | @ICRC

Sometimes, a single meeting can change the lives of millions. On 29 October 1863, in Geneva, Switzerland, 16 states and philanthropic societies gathered to shape the future of humanitarian action. Their discussions laid the foundations for national relief societies, the Red Cross emblem and the protection of the wounded and those caring for them. Over 163 years later, the International Red Cross and Red Crescent Movement is the largest humanitarian network in the world.

Over 130 armed conflicts are happening in the world and millions of civilians are suffering the humanitarian consequences of them. Respecting the rules of war is not an option: is an obligation of all parties to armed conflicts.

With more technologies being used in armed conflict today, autonomous weapon systems and AI-enabled weapons are sometimes treated as if they were the same. Though they could be different technologies, parties to conflicts that use them still need to comply with the rules of war. Humanitarian workers are being killed, injured and attacked at alarming levels. Protecting them is not optional. It is an obligation under international humanitarian law — and essential to reaching people caught in conflict. In New York, as world leaders gather for the UN General Assembly, ICRC President Mirjana Spoljaric called on States to turn commitments into action: ensure respect for international humanitarian law and protect those working to save lives. The safety of humanitarian personnel is inseparable from the safety of the people they serve. Even war has limits.
