People on parole and supervised release have the right to travel without fearing they'll be harassed, searched, and followed by parole officers. They should be welcomed back into society, not made to feel like second-class citizens.

The creation of a new unit within Rikers that may violate a law banning solitary confinement adds to long-standing concerns of violence + inhumane treatment at the jail.
