FUGITIVE WANTED FOR FIRST-DEGREE MURDER IN CANADA CAPTURED BY U.S. MARSHALS IN WEST PHILADELPHIA A fugitive wanted in Montreal, Canada, on first-degree murder and related charges has been arrested in West Philadelphia following an international investigation involving American and Canadian law enforcement agencies. Ducakis Francois, who was wanted by authorities in Montreal, was taken into custody on Wednesday, November 4, by members of the U.S. Marshals Service Philadelphia. FUGITIVE FOUND HIDING ON RACE STREET According to the U.S. Marshals Service, investigators determined that Francois was hiding with an associate in the 5400 block of Race Street in West Philadelphia. Deputy U.S. Marshals located Francois at that location and successfully apprehended him. INTERNATIONAL EFFORT LED TO ARREST The arrest followed extensive coordination between multiple agencies, including: β€’ U.S. Marshals Service β€’ U.S. Department of Justice Office of International Affairs β€’ U.S. Attorney’s Office for the Eastern District of Pennsylvania β€’ Montreal Police Service β€’ Crown prosecutors in Montreal Through those efforts, authorities obtained a provisional arrest warrant in the Eastern District of Pennsylvania, allowing Francois to be taken into custody while extradition proceedings are pursued. SUSPECT FACES EXTRADITION TO CANADA Francois is expected to make an initial appearance in federal court before proceedings concerning his extradition to Canada. Authorities have not released additional details about the Montreal homicide case in the information provided. Francois is accused of first-degree murder and related offenses. He is presumed innocent unless proven guilty in court.
