The OCC was created as a bureau of @USTreasury in 1863 to guide the creation of a national currency and banking system. Implementing the GENIUS Act and overseeing stablecoin issuers is a reminder of our roots and our role enabling financial innovation. The final rule @USOCC released last week puts a federal framework in place allowing stablecoins to achieve their potential while furthering dollar dominance. The Trump Administration continues to advance American leadership in digital assets, and we are proud to support.

The OCC wants community banks to help shape the future of payments and is encouraging the development of payment stablecoin capabilities within the community banking sector. Interested community banks are encouraged to consider applying to become, or for a subsidiary to become, a permitted payment stablecoin issuer, as applicable. These opportunities complement the OCC’s Community Bank Comeback initiatives to right-size regulation and tailor supervision so community banks can grow, compete, and continue serving their communities. A resilient financial system provides the foundation for American innovation and a strong community banking sector. The OCC will take a risk-based approach to supervision, including oversight of the largest OCC-regulated issuers, and retains authorities that expressly address financial stability. As the new industry grows, the OCC will monitor potential contagion risks and take action as warrant by financial conditions. OCC.gov/GENIUS

The effect of stablecoin adoption on community bank deposits remains uncertain, and estimates vary widely. The GENIUS Act marks a watershed moment in American finance, further cementing the United States as the crypto capital of the world. Just as President Abraham Lincoln’s National Currency Act of 1863 established a national framework for bank-issued currency, the GENIUS Act establishes a federal framework for payment stablecoins in the digital age. The @USOCC's final rule carries that landmark legislation forward, providing a clear, practical foundation for private-sector innovation, competition, and American leadership in digital assets.

At the @USOCC, we have worked diligently and expeditiously to deliver the GENIUS Act final rule ahead of schedule to support President Trump's vision and @SecScottBessent's leadership to grow the economy and lead the global digital currency revolution. Today marks the birth of a new industry having a federal framework for payment stablecoins in the digital age. It also brings us back to our original mission when the OCC was charged with the responsibility for organizing and administering a system of nationally chartered banks and a uniform national currency.
