When an agency decides on a desired regulatory goal first, it often cherry-picks or shapes data to justify that mandate, effectively making policy the basis for the "science.
Claiming policy is purely "based on science" obscures the political choice being made and shields administrators from accountability behind a veil of expertise.

Most clinicians still tell smokers to stay away from vapes. A JAMA paper in the September 1 issue says to put them on the table next to nicotine replacement and the other quit medicines.
It's a position paper from the Society for Research on Nicotine and Tobacco's treatment network, written for US clinicians. One recommendation: when an adult who smokes wants to quit, talk through e-cigarettes along with the other evidence-based medicines, and let the patient weigh the risks and benefits.
Their reasoning, from the abstract: nicotine e-cigarettes are less harmful than cigarettes, they've been shown to beat nicotine replacement therapy for quitting, and clinicians are among the people who overestimate their harm.
I think the last point is the one worth sitting with. If a patient hears "vaping is just as bad" from us, some of them keep smoking.
This is guidance, not a new trial, and it's for adults who already smoke. If you don't smoke or vape, don't start. And no tobacco product, vapes included, is safe for kids or teens.
