Musk initiated the restrictions on Starshield in Ukraine, reports "The Telegraph."
It was the SpaceX founder who proposed implementing speed limits for Starshield—a suggestion to which Trump agreed. This paved the way for the Pentagon to impose the corresponding restrictions.
On Wednesday, Musk publicly denied any involvement, claiming that all restrictions were determined by the military and the White House. According to sources, however, Musk only emphasized his "innocence" out of concern for a potential negative reaction from European clients.

EXCLUSIVE: Elon Musk came to Donald Trump with the plan to throttle Ukraine’s use of SpaceX’s Starshield satellite internet network, sources have told the Telegraph.
The tech billionaire made the proposal during the US President’s row with Volodymyr Zelensky over strikes on Russian oil refineries.
‘The reality is that they were both in it,’ a senior source said of Musk’s and Trump’s involvement.
But after a night of carnage in Kyiv caused by the slowdown, Musk was alarmed about the possibility of adverse consumer reaction in Europe.
The SpaceX boss then proceeded to tweet, blaming the US administration, and ultimately, President Trump for authorising the slowdown.
‘He tweeted out that he was innocent and that it was the US administration that did it,’ the source said.

Given that Reform is confident it will be able to keep both Delo’s and Harborne’s £36m donations, both of them must have relocated to the UK.
If so, that presumably means they are prepared to incur tax liabilities in the UK here and now, as residents, seemingly for what they see as the benefits of installing Nigel Farage as prime minister.
This is in paradoxically stark contrast to other billionaires, like Chris Rokos, who are leaving the UK to escape liability to potentially higher taxes they fear will be imposed by the current government under Andy Burnham (such as a reform of capital gains tax)
