How could anyone in the IOPC watch that video and come to the conclusion there was nothing of concern regarding the actions of that night! The officers in attendance left a dying young man lying on the floor without any medical intervention and then cuffed him? The answer is no reasonable person looking at that video could possibly come to that conclusion unless they were completely biased or instructed to do so. The IOPC is supposed to be the independent police watchdog not a government lapdog. This is the official mission statement of the Independent Office for Police Conduct: Improving policing by independent oversight of police complaints, holding police to account and ensuring learning effects change. Clearly in this case they failed and need someone to investigate themselves!
