BREAKING: GALWAY COUNTY COUNCIL REFUSES BELLVILLE SOLAR FARM
Galway County Council has this morning REFUSED planning permission for @power_capital 's 239 hectare Bellville Solar Farm (26/61362), citing 11 separate reasons including insufficient legal consent for the land, unresolved risk to Lough Corrib SAC, and a "deficient and incomplete" archaeological assessment.
A huge thank you to everyone who took the time to make a submission, raise concerns and stand up for their community.
Today, we celebrate. Well done to all the community.
AMASS has lodged a formal complaint with the @NationalMons
As custodians of our archaeological heritage, why didn’t NMS ensure its documented findings on damage to the recorded monument at Oakwood South were included in the Department’s observations on the Bellville solar planning application?
We’re seeking answers and safeguards against further damage.

You have met the company. Now meet the community.
AMASS has written to Minister Darragh O’Brien following his attendance at @power_capital's solar portfolio launch.
We are asking for a meeting with residents, but also for enforceable community consultation standards for utility-scale solar developers, and clarity on whether a developer’s conduct on other Irish projects is considered when it receives State support.
Our communities are not opposed to renewable energy. We deserve honest, direct engagement and a real say in developments that affect us.
Minister O’Brien has said that family and community remain at the heart of everything he does. We ask that the families and community of Abbeyknockmoy and Monivea be given the same consideration.

This week's Tuam Herald: @power_capital are "disappointed" @GalwayCoCo refused Bellville.
Disappointed that:
❌ they needed landowner consent
❌ Lough Corrib SAC is still there
❌ flood-prone land floods
❌ the EIA screening had to be adequate
❌ the roads weren't built for it
❌ drains and water schemes might need upgrading
...and 5 more.
11 reasons. Their statement addresses none of them.
But what they're really disappointed about:
❌ the community didn't take "trust us" for an answer

AMASS welcomes landmark Bellville Solar refusal: “The community asked for openness and proper assessment. Galway County Council has delivered a clear answer.”
AMASS has today issued a press release on the Bellville Solar Project.
@GalwayCoCo has refused planning permission on 11 separate grounds.
The message to @power_capital, @OmnesCapital and every developer eyeing rural Galway is clear: do the work properly, or don’t bother.
A project of this scale cannot be built on incomplete assessments, unclear consents and ambiguity.
It cannot be built from the shadows, hiding from community engagement and consultation.
It cannot be built by trying to drive a wedge between lifelong neighbours and friends.

Heron Solar Ltd has lodged a 35-page "clarification" document with @GalwayCoCo on the Bellville Solar Farm application, on the final day of the public-observation period. It wasn't published on the Council's planning portal until the following day, after the public submission window had already closed.
If it needed 35 pages of clarification after the fact, was it ever complete to begin with?
The document itself admits the substation and BESS were left out of the current assessment, that the 20% biodiversity gain is a future target rather than a completed figure, and that the application's own area figures don't match (239ha vs 258.1ha).
A consultation built on broken promises, followed by one of the most contradiction-riddled applications to ever land in front of Galway County Council. PCRE badly underestimated this community.
What's actually on the public file:
⚫ 375 submissions and objections recorded by the close of the submission period
⚫ Seven public representatives have lodged submissions: a Senator, three TDs and three councillors
⚫ The Department of Housing, Local Government and Heritage says the archaeological assessment is "deficient and incomplete" and doesn't provide "an adequate basis for making a planning decision"
⚫ Uisce Éireann says there is "insufficient information submitted with the plans & particulars"
⚫ Registered landowners say on record they never agreed to their land being used or accessed
⚫ GCC has an active enforcement notice on land connected to the project, with questions over whether it's genuinely excluded from the development
⚫ Four local plaintiffs have taken Section 160 planning injunction proceedings over unauthorised development on that same land, with a court date set for February 2027
Under new EU rules (RED III), Galway County Council has until 21 September to decide whether this application is even complete enough to proceed.
This isn't anti-renewable. It's pro-law, pro-planning, pro-heritage, pro-community.
Can GCC honestly certify this application as complete?

Strong reporting today from @Galwaybayfmnews on what residents in Monivea and Abbeyknockmoy are actually up against.
Credit to John Morley (Galway Talks) for pushing this into the spotlight and making sure people see what’s really going on.
For 15 months our community has been fighting a Paris-based private equity firm @OmnesCapital , via @power_capital as it pushes a 239‑hectare (≈600‑acre) solar farm across 16 land parcels in rural East Galway. In just the last five weeks alone, we’ve been expected to wade through 98 separate documents.
GBFM highlighted the huge burden on ordinary families and the fact that @AnneRabbitte was the very first person on file, pointing out major inconsistencies between the developer’s consultation claims and the actual planning submission.
We’re standing up for proper planning, transparency, and the future of rural East Galway.

A message from our Chairman Brendan Cronin on the planning application now before Galway County Council.
AMASS believes that the application is incomplete and should not have been accepted in its current form.
However, the planning process is now open, and local people should not lose their opportunity to have their concerns placed on the planning file.
It is important that people living in and around the affected area are aware of what is proposed, understand the issues, and make their views known through the planning process.
Planning Ref: 26/61362
Public-observation deadline: 10 September 2026
Please watch, share, and help ensure that everyone in the local community is informed.
We welcome the questions now being raised about the Bellville Solar Project.
The @Independent_ie has highlighted concerns that the project is being presented in a “piecemeal” way, with the proposed substation and battery storage excluded from the current application.
Questions have also been raised about the grid connection, changes from the public consultation and the proximity of the development to protected areas.
@power_capital says the proposals were revised following “continued community and statutory engagement”. Yet residents were not given an opportunity to engage with the revised proposal before it was lodged. @power_capital should clarify what statutory engagement took place and how the changes were communicated.
As a community, we have consistently called for transparency about the full project, including the substation, battery storage and grid connection. These concerns must be properly addressed before the application is determined.

We welcome Senator @AnneRabbitte's intervention and thank her for asking @GalwayCoCo to review the validity and completeness of the @power_capital's Bellville solar energy development application before it proceeds any further.

Power Capital’s glossy leaflet talked about “building trust” and “working collaboratively” with the local community.
They talk about “meaningful local impact.”
They talk about people who live here benefiting the most.
That is the brochure.
The reality is different.
They promised proper consultation and delivered an online-only exercise that left most residents out. They claimed Oakwood South had “no connection” to the project while their own maps and materials included it.
They watched unauthorised works take place around a recorded monument, then tried to distance themselves. And the Community Benefit Fund they advertise is a mandatory RESS payment of €2/MWh for 15 years while this is a 40-year project.
Slogans on a leaflet are easy. Acting like those promises mean something is harder.
This community has seen the difference.

We will never forget your role in facilitating the campaign of division you have led out on for the past two years.

Omnes Capital and their Irish sock puppet @power_capital @OmnesCapital have a major problem right now.
They have repeatedly sought to distance themselves from the unauthorised land clearance and bulldozing of lands and a recorded monument in my parish, insisting they were not part of its Bellville solar project plans.
Now those same lands appear in multiple reports submitted as part of its planning application.
See the earlier evidence documented here:
teapawt.net/declanganley/status/19…
teapawt.net/declanganley/status/20…
The central question, as it always has been, is simple: were the lands in Oakwood South part of the project or were they not?
Thing is, @power_capital @OmnesCapital cannot have it both ways.
When questions were raised about the works taking place on Oakwood South, the company frantically tried to distance itself from those lands. @OmnesCapital scrubbed years worth of tweets and locked down its socials in a damage limitation exercise.
But its new planning application contains archaeological and ecological reports covering those same lands.
Both sets of consultants visited the project sites in May 2025 – while works reported to Galway County Council by local watchdogs as unauthorised were under way.
@power_capital @OmnesCapital own archaeology report even includes a photograph showing the lands around the monument bulldozed.
So let’s ask the obvious questions.
Did the archaeologist identify the works as potentially unauthorised?
Did the ecologist do so?
Were the consultants told who carried out the works and under what permission?
Were these matters properly recorded in their reports?
You do not visit land while substantial works are taking place around a recorded monument, write reports about that land, and then expect nobody to ask whether the works were lawful.
That is not a minor technicality. It goes to the reliability of the application’s evidence base.
@power_capital @OmnesCapital cannot tell the community that the lands in Oakwood South that are subject to a planning injunction that is currently before the courts (paid for by the community) and an enforcement action by the council is not part of the project, then include those lands in the project’s archaeological and ecological evidence.
That contradiction needs to be confronted directly by Galway County Council.
Oh, and it gets worse.
The application depicts a 220kV substation on land that @power_capital and @OmnesCapital has long included within the Bellville project – land previously presented as part of the solar-panel area.
Yet the application does not clearly identify the substation’s function, status, grid connection or cable route.
@power_capital @OmnesCapital are presenting Bellville as an integrated project involving solar generation, battery storage and major grid infrastructure.
A 220kV substation with no clearly described connection to the transmission network is not a coherent description of an operational solar farm.
Unless this is the first off-grid utility-scale solar plant in the world?
Because that is what the application appears to describe right now: solar panels and a major substation – but no properly explained connection to the grid.
You genuinely couldn’t make this up.
My own view is that this is not a case of the public needing to study the planning file in more detail. It is a case of @power_capital @OmnesCapital failing to explain its own project properly.
The community should not have to reconstruct the development from contradictory statements, consultant reports and shifting explanations, but that is exactly what @power_capital @OmnesCapital is expecting them to do. For shame.
The application should be invalidated.
@power_capital @OmnesCapital should be required to submit a proper application that explains the full project, accounts for the works already carried out and identifies the complete electrical infrastructure from the outset.
No more jazz hands.
Replying to @declanganley
Update following the Christmas Day rampage destroying signs in the Parish of Abbeyknockmoy-Monivea, signs objecting to @OmnesCapital @Serge_Savasta’s plans for their Chinese supplied thousand acre Solar plant to be foisted on our locality. This week of January 5th saw a rock crusher, two 360 excavators, tractor and dumper actively mining rock from around Recorded Monument GA058-078 at Oakwood South. This is prep work for @OmnesCapital's proposed solar farm - a project with NO planning permission in place. Yet Galway County Council enforcement file EN25/202 sits open and unenforced. @Serge_Savasta - destroying our heritage without consent. Hopefully @GalwayCoCo will do something to protect our local heritage. People are very very upset here, especially following the appalling intimidation over Christmas. This video footage is new, from this week.
Declan's right that this project keeps shifting shape. Here's proof it's still moving, and PCRE's own filing admits why.
@TuamHerald reported on 10 July that residents were pushing back against @power_capital's online-only consultation for Bellville. The site layout shown to the public placed the proposed substation beneath the 220kV line.
A month later, a different configuration was quietly lodged with @GalwayCoCo (application 26/61362). No explanation. No update to residents. Just a different plan on the file.
On 11 August, Senator @AnneRabbitte wrote to the Council formally questioning whether the application is even valid, citing several concerns, including that @power_capital's own consultation portal still shows an excluded folio and substation that do not match what was actually lodged. That folio is the subject of an active Council enforcement notice and a Section 160 injunction currently before the courts.
Her letter went on the public planning file. The consultation page went offline the very next evening.
Have @OmnesCapital and @power_capital actually dropped this folio because of the unauthorised development on it, or is it still part of the project going forward?
tuamherald.ie/2026/07/10/loc…
This @OmnesCapital Solar Plant project has changed its name more times than P.Diddy. This latest ‘planning’ is, true to form, ‘special’. Thread:
Bellville Solar: a ham-fisted, misleading planning application.
Today, we are raising serious concerns about the validity and completeness of Heron Solar Limited's planning application 26/61362 for the proposed 239-hectare Bellville Solar Farm.
And this is no longer just AMASS raising questions.
In recent days, Galway County Councillor Noel Thomas, Galway East TD Albert Dolan and Senator Anne Rabbitte have each written to Galway County Council asking the Council to examine whether the application meets the statutory requirements to be treated as a valid planning application.
But behind the planning file is the reality of the last 12 months.
For more than a year, our community has lived with conflict, division and disruption over a project that was never wanted here. Homes have been put under a cloud of uncertainty. Residents have genuine concerns about the impact on their property values and their quality of life. A community that once lived together in cohesion has been dragged into a battle it never asked for. Residents watched land linked to this project cleared without authorisation and then had to dig into their own pockets to fund legal action to stop it.
Agents of @power_capital and @OmnesCapital came under the cover of darkness, making deals behind closed doors while nobody was allowed to speak about it. Throughout it all, we have seen what we believe is a flagrant disregard for the people who actually live here. A wedge has been driven through our community.
That disregard is right there in the application itself. After everything this community has already been put through, this is what PCRE actually lodged with the Council: a planning file that is misleading throughout, contradictory in others, and incomplete on basic facts about the very land it concerns.
You don't get that wrong by accident. You get it wrong because you never thought this community, or this Council, was worth the effort of getting it right.
We don't want another 12 months of this.
We want our community back.
We are only interested in cohesion, harmony and peace.
We are not lines on a spreadsheet.
And after everything that has happened, our message to @power_capital is simple:
You will never be welcome here. Enough is enough.

New planning notices are up this week. Heron Solar Ltd, a @power_capital company, intends to apply to Galway County Council for the Bellville solar farm.
@power_capital is owned by French investment group @OmnesCapital
But this isn't the project @power_capital has been showing the public.
The notice describes solar panels only. No mention of the Battery Energy Storage System. No mention of the substation.
@GalwayCoCo issued an enforcement notice over unauthorised works on land at Oakwood South, land that was part of Bellville's plans. @power_capital has now told @TuamHerald that folio is being dropped from the solar application.
And crucially: @power_capital's own consultation materials, still live on their website right now, show the substation sitting on that very land.
So what's actually being signalled to @GalwayCoCo this week looks materially different from the solar, battery storage and substation project @power_capital has spent the past year presenting to this community.
This community has never been given a real say. Now, with a formal application on the way, key pieces of that project have quietly disappeared, with no explanation to the people who live here. Where is the battery storage going? Where is the substation actually going to sit? Nobody has told us.
We're waiting for the formal maps and folio documents to establish exactly what's being proposed, and where. Until then, this community is being asked to accept a project it cannot clearly see.

Today's @Independent_ie piece flags uncertainty over Oakwood South and @power_capital's and @OmnesCapital Belleville Solar planning application.
What's not mentioned: Oakwood South (Folio GY52584F) is the site @power_capital themselves have earmarked for the BESS and substation. No Oakwood South, no grid connection, no project.
April: @power_capital told the press the enforcement matter had "no connection" to the company, "nor to any current or future plans."
@power_capital's own project promo website said otherwise. Oakwood South was in the project, with a monument buffer built into the design.
29 June: @power_capital's planning manager emailed the Council asking whether the enforcement notice covers "the complete folio or part of said folio," and if only part, whether that's "the area around the NMS" (the monument).
The Council's answer, same day: the notice covers the total area under the folio. Not just the monument.
So what next? Press ahead with a project resting on a folio under live enforcement and a Section 160 planning injunction not scheduled for hearing until Feb 2027, or write off the sunk costs?
Either way, this project has been exposed for what it is: a wedge driven through a community in the name of a handful of landowners. @power_capital are not wanted here. @OmnesCapital your subsidiary needs to answer for this.
independent.ie/county/galway…
Important context: @power_capital initially said the enforcement matter had “no connection” to them.
Yet their 29 June email to @GalwayCoCo explicitly acknowledged the enforcement was on the site of their proposed solar development.
That’s an admission that the enforcement relates to the site of their proposed solar development, after first distancing themselves.
Email exchange below.
