Great to be back in Dubai after a while, today meeting with Dr. Sohail, Chairman of the Pakistan Digital Authority re next phases of ICP cloud engine, Open SaaS + Open AI factories tech rollout, did some podcasts, and tomorrow will present a keynote at the Dubai AI Festival 🔥
Dr. @sohailmunir , Chairperson of the Pakistan Digital Authority (PDA), met with Dominic Williams (@dominic_w ), Founder and Chief Scientist of @dfinity , and @PierreSamaties , Chief Business Officer, for strategic discussions on establishing an AI Factory in Pakistan for developing production-grade software for the public sector, deployed on the PDA Cloud Engine.
The meeting involved detailed deliberations on developing a sovereign AI Factory focused on GovTech, government applications, and public-sector innovation, with the aim of strengthening Pakistan’s digital infrastructure and AI capabilities.
This marks the second high-level engagement between PDA and DFINITY this year, building on their earlier meeting, which culminated in the signing of a Memorandum of Understanding (MoU).
The initial collaboration also laid the groundwork for a significant international milestone: UNDP’s adoption of Pakistan’s sovereign Cloud Engines model, reinforcing Pakistan’s emerging role in sovereign digital infrastructure and government-led technological innovation.

Great meeting Dr Sohail and the PDA today again in person 🤝
We discussed the next phase for Pakistan's Cloud Engines, a pilot of OpenSaaS and bringing DFINITY's AI Factory for developing production-grade government software to the PDA Cloud engine.
The future is bright!

Tomorrow, Dominic Williams (@dominic_w) will present “Sovereign cloud for the AI era” at @DubaiAIFest on 27 October 2026, 3:10 pm GST (12:10 pm CET) on the Innovation Stage.
With Open Cloud, you create a cloud engine from nodes you choose by operator, country, datacenter, and hardware class. The Internet Computer combines them into one platform that keeps running when some nodes fail.

Even more bullish is Cloud Engines allows cloud on cloud.
If that means I can run my $ICP app on AWS and giving me the benefits of both (more compute capacity while being tamperproof), then that's bullish🔥🚀
We need a big dex/defi product to showcase ICP's chain key tech.
That's the best way to prove we can build better than $Near intents.
Groups like @meneseprotocol are stepping up. Dfinity can also step it up with MultiDex.

There is already icp swap, what justification is there to build yet another dex?
The wait is over shielded $ICP is now live.
Every transaction is private, even from the node providers running the network. Your send history, balances, and activity stay protected.
We built it to go beyond SEV’s limits, using pure cryptography so proofs are generated in your browser and verified on-chain without exposing anything.
$BTC is coming next.

Vadim: "ICP is only about decentralized cloud."
Q: Why doesn't he think $ICP can be more than that?
A: Most would say it's our messaging/focus. I would say it's our product line. People will also define $ICP in terms of its *products*. Having a *big* defi product will make it easier for people notice that $ICP can do defi.
Because of what I wrote about NEAR, ICP fans came running into my replies.
Guys, I spent 15 years working in IT. Your dreams of a “decentralized cloud” are complete nonsense.
If anyone actually needed this, there would already be real demand for it.
I’ve never met a single IT professional who needed an “Internet Computer.” This whole thing exists in some isolated crypto bubble.
Time has shown that crypto has specific use cases that the entire world can and will use. A decentralized Amazon isn’t one of them.
And I’m not even getting into the thousands of meaningless TPS or the market-making scam at launch, when ICP was trading at $4,000 per token.

@dominic_w #ICP
If Cloud Engine platform is a decentralized marketplace for cloud providers, then you have competition from Akash Network.
Had Grok do a comparison:
According to Vadim, there is no demand for a decentralized cloud such as $ICP.
10+ years ago, people would've also said that there's no demand for crypto.
$ICP has a big vision of being the foundation for the entire internet, but it can also cover all of the other narrow use cases that Vadim brings up.
ICP's newest niche is sovereign cloud and there is plenty of demand for that. #ICP

The confidentiality is $NEAR infra knowing instead of the public knowing. the position sits on hyperliquid public book, all visible.
What's hidden is the link between your wallet and the hyperliquid account NEAR opened for you.
That link lives on a "private shard" run by permissioned validators NEAR doesn't name.
The TEE? NEAR own page says it covers the bridge to mainnet, not the shard.
So the validators see what they see. Can you verify any of it? No.
Validators aren't listed, there's no attestation to check, and NEAR page won't say who can connect an account to a user. It does advertise "selective disclosure" though. meaning someone can.
It's "trust me bro" confidentiality.

Not quite. DFINITY’s European patents were granted in February, not July. More importantly the PCT applications were published in April 2023! US law enforces pre-grant royalties. September code changes don’t erase past liability, and they're also unlikely to be substantial enough to avoid ongoing liability (note that there a multiple non-trivial patents at play here).
