City of Pasadena CA addressed parking issue when the reno'd their Old Town area.
The program converted several old buildings into parking garages with cheap rates (first 90 min free).

LA's 100+ separate cities can each veto housing projects across 4,850 square miles.
In 1989, Willie Brown proposed a bold fix: elected regional boards powerful enough to override any city's housing bans.

How much revenue is all of the new paid parking at the zoo, balboa park, and meter rate increases projected to generate?
More importantly, will it be enough to cover the deficit? (Hint: not even close).
All of the new fees and rate hikes are making San Diego less affordable, but they don’t come close to making the city’s budget sustainable.
Without organizational reforms, reprioritizing core services, and performance-based management, San Diego will continue to move closer and closer to a financial crisis.

Paloma Aguirre @paloma4D1 says Imperial Beach doesn’t have a homeless problem, it has a REALTOR problem. But residents who sent me this video of homeless blocking the sidewalk say otherwise: “Just go to Palm & Second by the 7-Eleven. Every day, homeless are camped in front of shops & homes.”

Imagine spending more for a park bathroom--that normal average people will never use due to safety & health concerns--than for a place for those same normal average people to live. And thinking this is normal. Priorities!

Under modern narrative, real estate is an investment, yet investors are only vilified when they use their investment to create more housing for other people - not when they try to protect their investment by stopping new housing at all costs.
