The US has ended the sanctions imposed on Belarus’ biggest airline Belavia for Minsk's role in aiding Russia's full-scale invasion of Ukraine in 2022. Practically all restrictions which prevented the Belarusian national carrier from legally purchasing Boeing-made components have been removed. Boeing has now received full authorization to offer Belavia all Boeing services associated with the 9 Boeing 737 passengers jets operated by the Belarusian carrier. The U.S. warned Belavia management that they may not use renewed access to those components for operations in Russia, nor for any purpose besides maintenance of those 9 aircraft. Ukrainian media citing aviation industry sources has reported Belarusian state- and privately-owned aircraft maintenance companies for years have played a key role in servicing Russia’s estimated 220-250 Boeing passenger jet fleet by purchasing components in Middle Eastern states not sanctioned by the US and then fitting them onto Russian aircraft at up to a 40% mark-up. Belavia operators routinely ignored US restrictions on flights to Russia with Boeing aircraft while the sanctions were in effect. The new order on cancelling the sanctions similarly contained a provision which says that the U.S. “does not permit flights [by the nine Belavia 737s] to Cuba, Iran, North Korea, Russia, Syria and Ukrainian territories occupied by Russia. Since that order went into effect, Belavia passenger services have conducted at least 30 commercial flights into Russia to Moscow and St. Petersburg, as well as two commercial flights to the Russian western enclave Kaliningrad, seemingly in violation of the US ban on flights by Belavia 737 aircraft into Russia. Belavia has been blacklisted in the EU following the forced landing of a Ryanair plane in 2021 that Minsk claimed may have been rigged with a bomb. Human rights advocates charged that the authoritarian Belarusian President Alexander Lukashenko sanctioned an invented bomb scare forcing an emergency landing so that his police might arrest passenger Roman Protasevich, a Belarusian opposition journalist, who was on board at the time. Russia’s civilian aviation fleet is under severe strain because of Western sanctions and poor access to manufacturer-approved spare parts and certified maintenance, particularly for Boeing and Airbus aircraft. Russian airline operators have responded with uncertified maintenance, component cannibalization and substitution of non-certified components, but safety incidents involving Russian civilian airliners since Russia invaded Ukraine a second time have increased as much as four times, a 2025 Moscow Times analysis found.
