10月11日，新疆喀纳斯景区发生一起工作人员粗暴处置流浪小黑狗事件，现场视频显示，工作人员用火腿肠将小黑狗诱骗后，用细绳套住脖颈暴力拖拽并多次脚踢，致其勒至窒息倒地。
事件发酵后引发网友愤慨，游客纷纷表示该小黑狗在景区生活多年、性格温顺且从未伤人。网友与目击者质疑景区程序缺失，在未核实情况下便暴力处置，并呼吁立法保护动物。
