“California has a fraud problem,” Bill Essayli, First Assistant U.S. Attorney for the Central District of California, said Oct. 22 at a press conference on healthcare fraud in the state. “I dubbed California the kingdom of fraud. Whether it’s hospice fraud or healthcare fraud or election fraud, California does fraud best.”
Prosecutors said defendants falsely claimed U.S. citizenship to register to vote and, in many cases, cast ballots. The cases span California’s four federal judicial districts under “Operation Protect the Vote.”
The Justice Department gave California county election officials 48 hours to help identify suspected noncitizens on voter rolls and set aside their mail ballots for verification, according to letters dated Friday. Gov. Gavin Newsom criticized the move, saying counties were sent lists that included people who never voted.

Then within the files, I see very similar language: "The system is broken — and it cannot fix itself."
Does that mean the specific ex-USAID workers we've been tracking are controlling Newsom? No. But as you've seen throughout these files, every individual in the ecosystem belongs to multiple NGOs and alliances. They network constantly. They attend each other's conferences. They form coalitions on similar projects. They give each other feedback. That's how they develop a hive mind.
The proposed methods may differ from group to group, but they are all converging on one goal: America governance must be rewritten from top down, and soon.
