New York alone has 32,606 outstanding, and USDOT found over 53% of the records it sampled were issued in violation of federal law. No state should have to honor fraudulent, illegally issued commercial driver's licenses. Banning issuance isn't enough. REVOKE THEIR RECIPROCITY.
