In today’s New Vision, Alhaji @kirunda_faruk examines PLU’s Gen. @mkainerugaba and the kind of leadership Uganda needs after President @KagutaMuseveni .
“Muhoozi didn’t come up because of his parentage; he came up because of his ability to assess society’s problems and make a contribution.”
He describes Gen. Muhoozi as a patriotic leader who abhors corruption and is driven by a desire to see Uganda progress.

PLU's registration and endorsement drive is a smart method that no existing organisation has attempted before. It's like an opinion poll, but dealing with real people who have national IDs and contacts, targeting to have more members than the registered voters in the 2026 elections. Some political groups often claim victory in elections based on opinion polls that used random people, who are neither members of the party nor voters, as respondents. On Gen. @mkainerugaba's supposed bid for the Presidency, clearly he has stated that his bid is after H.E @KagutaMuseveni and not challenging him for the seat. Many are misunderstanding this while others are twisting it deliberately to create unnecessary anxiety and friction in the Ugandan public space. PO132 FK

Today, His Majesty King Edward Rukidi Nyabongo I received a delegation from Mountains of the Moon University led by the Chancellor, Professor Edward Rugumayo Amooti, accompanied by the Vice Chancellor, Professor Pius Achanga Amooti, and the Chairman of the University Council, Engineer Dr Manyindo Akiiki.
The meeting provided an opportunity to discuss the recently signed Memorandum of Understanding between Tooro Kingdom and Mountains of the Moon University, with particular focus on the agreed deliverables and the practical steps required to move the partnership into implementation.
This partnership presents significant opportunities to serve the people of Tooro and Uganda through education, research, agriculture, skills development, and other areas of mutual interest. It will also strengthen the Kingdom’s capacity to contribute meaningfully to community development while creating opportunities for our young people.
Tooro Kingdom stands to benefit greatly from this partnership, which represents an important strategic opportunity under the leadership of His Majesty King Edward Rukidi Nyabongo I.
I extend my sincere appreciation to the Kingdom team that coordinated this partnership. The team will now take the lead in working with the University to ensure that the agreed deliverables are translated into tangible programmes and outcomes for our people.

I wish to extend my heartfelt best wishes to all 2026 candidates sitting for the Primary Leaving Examination (PLE), Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE) examinations across the country.
This is a significant milestone in your academic journey and an important step towards achieving your educational and career aspirations. Your hard work, discipline and dedication, together with the guidance and support of your teachers, parents and guardians, have prepared you for this important moment.
As you begin your examinations, I encourage you to approach them with confidence, determination, discipline and integrity. Remain calm, manage your time wisely, read the questions carefully and trust in the knowledge and skills you have acquired throughout your studies.
Above all, believe in yourselves and remember that success is built on preparation, perseverance and faith.
The Holy Bible reminds us in Proverbs 16:3: “Commit thy works unto the LORD, and thy thoughts shall be established.” I therefore encourage you to commit your efforts to God, remain focused on your goals and approach every examination with a positive mind and a determination to do your best.
I further urge all candidates to uphold honesty and academic integrity by refraining from examination malpractice in all its forms. Your future must be built on genuine achievement, personal responsibility and the values that contribute to responsible citizenship and national development.
As the Government of Uganda continues to prioritise education as a key pillar of human capital development and socio-economic transformation, every learner has a responsibility to embrace education as a foundation for personal growth, innovation and service to the nation.
To our dedicated teachers, parents, guardians, school administrators and officials of the Uganda National Examinations Board (UNEB), I extend my sincere appreciation for your invaluable contribution to preparing our learners for this important stage.
Your continued commitment, guidance and support are essential to nurturing a knowledgeable, skilled, disciplined and responsible generation.
As you undertake these examinations, may you also find encouragement in Philippians 4:13: “I can do all things through Christ which strengtheneth me.”
May the Almighty God grant you wisdom, understanding, good health, peace of mind and the confidence to demonstrate your full potential.
I wish you all success in your exams and pray that your efforts yield positive results, opening doors to greater opportunities and a brighter future for yourselves, your families and our beloved country, Uganda.

H.E @KagutaMuseveni's statement in which he said yesterday at the coronation that he used to watch the new king of Tooro, His Highness Edward Rukidi Nyabongo I, reading news on @ubctvuganda and that he was a good newsreader and will, therefore, make a good leader means two things:
1. that the king's trait of diligence and good delivery (of information) can easily enable him serve his subjects well.
2. Being a news person gives someone perspective into many aspects of society, including the needs of the people and how to solve them.

Today, I tasked Resident District/ City Commissioners (RDCs/RCCs), Deputies, Assistants and DISOs in the Greater Masaka Sub-region to strengthen field monitoring, institutional coordination, and accountability to ensure that Government programmes and projects deliver tangible results to citizens.
I conveyed these remarks in my closing address, delivered on my behalf by the Minister of State for Economic Monitoring, Hon. Sandra Santa Alum @Santaalum , at Solo Hites Hotel in Masaka City, during a three-day capacity-building workshop held from 28–30 September 2026 for RDCs, RCCs, their deputies and assistants, RISOs, and DISOs, aimed at strengthening participants’ capacity to effectively monitor Government programmes, improve coordination among institutions, and enhance service delivery.
I urged the officials to identify emerging challenges early, mobilise relevant institutions to address them, and follow up interventions until measurable results are achieved.
Government programmes, institutions, and systems exist to serve citizens; therefore, district and city leadership must ensure that public resources translate into better services and improved livelihoods.
I noted that the Greater Masaka Sub-region remains important to Uganda’s socio-economic development because of its agricultural potential, commercial activity, expanding urban centres, and enterprising population. However, the region continues to face challenges including poverty, youth unemployment and underemployment, land conflicts, urban pressures, environmental concerns, service-delivery gaps, and accountability challenges.
I therefore called for stronger collaboration among RDCs, local governments, security agencies, technical officers, community leaders, and other stakeholders. No single institution can effectively address these challenges in isolation. Clear responsibilities, effective communication, and coordinated action are essential.
Citizens should experience the presence of Government through functional public services, responsive institutions, and timely interventions—not merely through Government offices and official vehicles.
I also emphasised that peace, security, and development are closely interconnected. Security must therefore be understood beyond crime prevention and enforcement. Poverty, unemployment, unresolved land disputes, social exclusion, misinformation, weak service delivery, and unattended grievances can create vulnerabilities that may develop into wider security challenges.
I urged RDC structures and security agencies to strengthen preventive mechanisms, listen to communities, assess information carefully, and ensure that legitimate grievances are promptly referred to the institutions legally mandated to address them.
I further called for constructive working relationships among RDCs, elected leaders, technical officers, and security agencies. Each institution has distinct legal and constitutional responsibilities, and differences in mandates should never become sources of unnecessary confrontation or rivalry.
I urged RDCs to safeguard their institutional integrity while maintaining professional cooperation with elected leaders and using appropriate channels to address disagreements and governance concerns. At the same time, RDCs and RCCs must closely monitor local government performance without taking over the statutory responsibilities of technical officers.
Going forward, I expect improved reporting, stronger field presence, enhanced institutional coordination, closer monitoring of Government programmes and public assets, stronger early-warning and conflict-prevention mechanisms, and measurable improvements in the performance of Government institutions across the Greater Masaka Sub-region.
I urged all participants to return to their respective stations with renewed determination, professional discipline, and a clear commitment to delivering tangible results for the people of Uganda.

Today, I joined the Deputy Speaker, Rt. Hon. Thomas Tayebwa, government dignitaries, the people of Tooro Kingdom, cultural leaders and thousands of Ugandans to pay our last tribute to the late King Oyo Nyimba Kabamba Iguru Rukidi IV during the funeral service at St John’s Cathedral.
His Majesty King Oyo will be remembered in World Records as the world's youngest reigning monarch; he ascended the throne at just 3 years old after the death of his father and ruled Tooro for nearly three decades.
King Oyo's death was an immeasurable loss to the Tooro Kingdom and Uganda at large.
On behalf of the National Organising Committee (NOC), I wish to express our deepest and most heartfelt gratitude to His Excellency President Yoweri @KagutaMuseveni for allowing His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV a befitting official burial and for standing with the Kingdom at such a darkest hour.
We are profoundly indebted to H.E. President Museveni for his fatherly love and exceptional generosity in catering for all expenses, right from the time His Majesty fell sick, his medical treatment in the United States, to the chartering of the flight that returned his body home to Entebbe, and the full organisation of his official send-off.
His personal presence at Entebbe International Airport to receive the body of the King, laying a wreath and bowing before the casket draped in the national and kingdom flags, spoke volumes of his respect for the institution of the Tooro Kingdom and traditional institutions in Uganda. This gesture comforted the entire Tooro fraternity and all Ugandans who cherished King Oyo.
President Museveni's decision to accord King Oyo an official burial is a true testament to his unwavering commitment to unity, culture, and the dignity of our traditional kingdoms.
I appeal to the people of Tooro to remain united, calm and prayerful during this difficult time and preserve the legacy of the late His Majesty King Oyo.
"The Lord is close to the brokenhearted and saves those who are crushed in spirit." _Psalms 34:18
May His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV rest in eternal peace.

Today, I received the body of His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV, at Entebbe International Airport.
The Queen Mother first informed me of his illness in November 2025, and we supported efforts to secure specialised treatment for him in Germany and later in the United States. Unfortunately, he died.
Throughout his reign as King of Tooro, Oyo was a good person and a good leader. His passing is a great loss to the people of Tooro and Uganda.
I encourage the people of Tooro to remain calm and avoid disorganisation, even in this difficult time.
May the Lord grant him eternal rest. Amen.

STATEMENT TO THE PEOPLE OF TOORO
Fellow Batooro, friends of Tooro and all those who mourn with us,
As we prepare to receive His Majesty the Omukama and ultimately lay our King to rest, I appeal to every Mutooro to conduct ourselves with the dignity, restraint and decorum befitting this solemn moment.
We have lost our King. We have lost a son of Tooro whose life, leadership and service carried the name of our Kingdom far beyond our borders.
At this moment, our responsibility is not to allow disagreements, speculation or competing narratives to define these final days. Our responsibility is to protect His Majesty’s memory, honour his legacy and give him the dignified farewell he deserves.
Moments like these require leadership, not posturing. They require less talking and more organising. We are all grieving and emotions are understandably high, but leadership requires us to rise above those emotions, lead by example and never lose sight of the bigger picture.
The world is watching us, but more importantly, the people of Tooro are looking to us for leadership. How we conduct ourselves during this difficult period reflects on all Batooro. Let us therefore demonstrate the values for which our people are known: dignity, respect, unity and love for our Kingdom.
I am aware that questions have been raised regarding some of the circumstances surrounding His Majesty’s time abroad and the communication around it. I wish to clarify one matter respectfully.
The information communicated to the public that His Majesty was abroad studying, and subsequently that he was well, was communicated in accordance with His Majesty’s express wishes and direction. As someone serving him, it was my responsibility to respect his wishes and protect his privacy. I did so faithfully and respectfully.
I am also confident that His Majesty acted in good faith. He was confident in his recovery and was looking forward to returning home and reuniting with his people for the 31st Empango. He did not want to cause unnecessary alarm among his people.
Other matters have also been raised. This is neither the time nor the place to debate them. They must not be allowed to create division, controversy or distract us from the enormous responsibility before us.
There will be a proper time and forum, after His Majesty has been laid to rest, to address any matters that require clarification. For now, everything else is secondary.
I therefore appeal especially to Kingdom leaders, cultural leaders, public officials, the media, commentators and everyone using social media to exercise restraint. Words spoken in moments of grief can deepen divisions that may take years to repair. Let us choose words and actions that unite the Batooro and reflect the dignity of the Kingdom.
I also appeal for privacy and respect for the Royal Family and those who were closest to His Majesty. Their grief is deeply personal, and they must be given the space to mourn without intrusion, unnecessary speculation or pressure to speak. Their privacy and dignity should be respected throughout this difficult period.
Our duty now is simple: to receive our King with honour, lay him to rest with dignity, and stand together as one people.
Future generations will remember not only that Tooro lost its King, but also how we conducted ourselves in this moment of grief. Let them remember a people who chose unity over division, service over posturing, and leadership over controversy.
Until His Majesty has been laid to rest, let us remain united and focused on giving him the peaceful and honourable farewell he deserves.
In all that we say and do, Tooro must come first.

This is to inform all Abakurasi b’Orukurato Orukuru Orw’Ensanju that the Rukurato meeting scheduled for today, Tuesday, 1st September, has been called off and postponed until further notice.
A new date will be communicated officially by the Office of the Prime Minister at the appropriate time.
I am currently in Kampala engaging with Government officials and other relevant authorities to coordinate arrangements for the return and interment of His Majesty the King.
At this solemn moment, there can be no greater priority for the Kingdom than bringing our King home and laying him to rest with the dignity, honour and respect befitting His Majesty.
I therefore direct that all unnecessary Kingdom meetings, debates and activities that may distract from this responsibility be put aside for now.
I equally call upon all the people of Tooro, our leaders and institutions to exercise restraint, avoid unnecessary disagreements and speculation, and respect the dignity of His Majesty.
There will be an appropriate time to address the other matters before the Kingdom. This is not that time.
For now, our responsibility is clear:
Bring our King home.
Honour him.
Lay him to rest with dignity.
Stand together as one Tooro.
Everything else can wait.
