Well, that is a bit to absorb. The way planets held their governance or other forms of leadership compared to the Republic always seem so odd to him.
Then again, this was the problem with the clones; they simply lack the understanding of how anything works.

To a degree at least, when he was able to get 'shore leave' and was permitted to visit the clone bars that were set up in several locations where the Republic has built bases or inside cities of Republic-controlled planets.
