Fix the basic problems first to build public trust, then use local funds to install speed cameras or whatever else is needed to enforce traffic laws. You don’t leave broken traffic lights, poor roads, and nonfunctional streetlights unattended while partnering with a private company to install speed cameras and impose higher fines.
