Earlier in 2022, the Senate Judiciary Committee's top leaders raised concerns that Cuffari downplayed widespread reports of sexual harassment and misconduct at DHS. In May 2022, Cuffari issued a scathing response, shifting the blame onto lower-level employees in his agency.

Cuffari was found in October 2024 by an independent panel of watchdogs to have committed misconduct during his tenure as inspector general of the DHS, including misleading the Senate during his nomination process.

Verbal instructions distributed earlier this week told agents to prioritize the "worst first," a directive that ICE sources described as shocking and frustrating. The administration now says it was a "miscommunication" — not a formal policy shift — and new guidance was sent to field offices Saturday evening making clear that enforcement has not been scaled back.
Trump told Fox News that anyone in the country illegally remains "on the table" for arrest and deportation, including so-called "collaterals" — individuals encountered during operations targeting someone else.
