The CSS Forum appreciates @DoPTGoI for completing 60 Cadre Reviews of Central Group ‘A’ Services. However, while CSS officers across Government tirelessly support administrative reforms and Cadre Reviews of other services, their own Cadre Review has remained pending for over 8 years. The 4th CRC was constituted in October 2022, when the review was already delayed by four years. Even after 47 months, its report remains pending, resulting in an unprecedented consolidated delay of 95 months (2,892 days). Is this not a classic case of “चिराग तले अंधेरा”? Those who help make reforms happen across Government deserve meaningful reform within their own cadre too. Union Cabinet, chaired by Hon’ble Prime Minister Shri Narendra Modi Ji, approves a 3% hike in Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) for pensioners, from 60% to 63% of basic pay/pension, effective 1 July 2026. The decision will benefit around 48 lakh Central Government employees and 68 lakh pensioners, with an estimated annual exchequer impact of ₹10,016 crore. #CabinetDecisions #DAHike #CentralGovernment

Shri Anirudh Yadav appointed as Officer on Special Duty (OSD) to Shri Manohar Lal, Hon’ble Minister for Housing & Urban Affairs and Power, at Deputy Secretary level, on a contract basis for four years, with ACC approval.

Shri Davinder Chodha, IRS (IT:2015), Deputy Secretary, Government e-Marketplace (GeM), Department of Commerce, has been approved for premature repatriation to his parent cadre by the Appointments Committee of the Cabinet (ACC), with extended cooling-off.

A CSS Forum delegation met the Cabinet Secretary on 26 October 2026 at Seva Teerth to discuss key CSS issues, including the 4th Cadre Review, stagnation and promotion anomalies, entry-level recruitment policy, encadrement of eligible posts, deputation opportunities, and e-HRMS reforms. Shri Hemraj Bairwa, IAS (HP:2013) has been appointed as Deputy Secretary in the Ministry of Power, New Delhi, under the Central Staffing Scheme for a tenure of four years.

The advisory stresses responsible coverage of sensitive issues, including crime, disasters and debates, and warns of strict action against violations.
