🚨#GardenGrove: A former Garden Grove police sergeant has been charged with multiple felony sex crimes, including kidnapping to commit a sexual offense.
Charles “Chuck” Starnes III, 52, allegedly assaulted a fellow officer in 2007 and a female department employee in 2020. He retired in May 2026 while under investigation for sexual harassment.
Starnes was arrested Thursday by U.S. Marshals and CHP. If convicted on all counts, he faces up to 7 years to life plus 14 years in state prison.
The case comes on the heels of another Garden Grove officer, Roberto Machuca, being arrested June 27, 2026, in a separate investigation involving an alleged inappropriate sexual relationship with a police explorer.
