specifically WADA IS perfectly happy to make a statistical determination of doping across points within individuals … but NOT willing to apply the same math at the system level …
Kenya you never got a national level sanction because WADA is designed to be blind to systems … in favor of making periodic sacrificial offerings of individuals that are products systems …
If Country A was Russia then Country H likely Kenya … the only reason you heard about Russia and a national level sanction is because of a whistleblower …
And look at the substance … good old fashion EPO. Remember that country H was known about a long long time ago. But they are still popping the athletes once in a while one by one by one. It’s a system problem without a system approach to handle it

I don't want flying cars.
I want rivers and ocean I can swim in with friends.
I want food that isn't full of toxic chemicals and clean soil to grow it in.
I want raw nature and wilderness and places on the earth I can get lost without seeing another human.
I want air that isn't "geoengineered" and polluted.
Science is cool. Technological advancement is cool, but I don't think this makes us happier as humans.
Real human connection and clean, natural food lead to happiness. This I know. Flying cars? I'm not sure.
Maybe I am a troglodyte...

congrats Skiba!
Ok team, time to let the cat out of the bag. I’ve taken an exciting new position, returning to my home state of New York after 30 years. Come see me!
