Closing her remarks at today’s UNAIDS PCB Special Session, Executive Director @Winnie_Byanyima underscored the stakes of the Joint Programme’s transformation.
UNAIDS is not closing. Its mission continues.
The road ahead demands a responsible transition that builds on past achievements, strengthens country ownership and protects the people we serve.
At the UNAIDS PCB Special Session, Executive Director @Winnie_Byanyima reminded the Board that the UNAIDS Joint Programme’s transformation must deliver for people: ensuring access to HIV treatment and prevention, empowering community-led organizations, and building sustainable national responses.
“The Joint Programme’s transformation must serve that larger transformation, not the other way around.”

Reducing costs alone is not reform. We cannot transfer responsibilities to governments and communities without ensuring they have the capacity, resources and accountability to sustain them. We must not dismantle what works before something stronger is in place.
A poorly managed @UNAIDS transition could revert decades of hard-won gains. We must not allow that to happen.

The Working Group has also given us a clear destination: country functions increasingly integrated into national systems and community-led institutions.
That is building capacity for sustainable HIV responses. This is fully consistent with #UN80.
A transformed United Nations must measure its success not by the structures it preserves or abolishes, but by the impact we deliver for people.

“Moving faster is not necessarily moving forward.”
Speaking at today’s UNAIDS PCB Special Session, Executive Director @Winnie_Byanyima stressed that the UNAIDS Joint Programme’s transformation must be responsible and do no harm. Functions cannot be transferred to governments and communities without the capacity and resources to sustain them. Decades of progress in the HIV response must be protected.

New HIV infections are rising in some regions. We need a Joint Programme that brings the world together, provides political leadership, accountability, & ensures that communities are at the centre of this. @UNAIDS is not sunsetting, but it's going to transform.

The HIV response has always adapted to meet new challenges. As countries take greater ownership of their health responses, global solidarity remains vital to sustain progress & keep the goal of ending AIDS within reach.

Ending AIDS remains possible. We know how to do it. But it will require countries to stand together, protect what works, and keep communities at the centre.

Inequality drives AIDS. Nearly two-thirds of new HIV infections in sub-Saharan Africa are among women and girls. Not because of biology, but because of unequal power, discrimination and violence. The same is true for many marginalized communities.
This is not inevitable. We must end the stigma, discrimination, and criminalization that stops people from accessing health services and their rights.

A critical finding from the Global Council on Inequality, AIDS and Pandemics should guide us as we innovate for health: if we want to move successfully from crisis to resilience, we must rethink how we measure pandemic preparedness.
Inequality drives pandemics, and pandemics deepen inequality.
Unless we break this inequality–pandemics cycle, we will keep moving from one crisis to the next.

Science alone will not deliver health for all. The AIDS response showed that breakthroughs only save lives when people can access them. Access to HIV medicines was not just a scientific achievement, but a political victory.
Delivering health for all requires more than innovation.
It requires people organizing, challenging unequal systems and changing the rules that stand in the way of access.

COVID exposed the same fault lines. Vaccines were developed at record speed. The science was there. The resources were there.
What was missing was the will to share the benefits of science.
