Payward, the parent company of Kraken, announced its intention to be the first CFTC-regulated deployer on HIP-3* markets. Payward will use Hyperliquid as the infrastructure layer to deploy perpetual futures markets for US clients. Subject to regulatory approval, Bitnomial, Payward’s CFTC-regulated DCM and DCO, would act as the HIP-3* deployer: creating, owning, and administering the markets and clearing and settling the contracts. If approved, NinjaTrader Clearing, Payward’s CFTC-registered FCM, would carry client accounts.
HIP-3 will support optional deployer configuration for permissioned markets in a future network upgrade. This set of additional deployer functionality is collectively called HIP-3*. At its core, HIP-3* activation involves an onchain allowlist managed by the deployer or its sub-deployers. The functionality is strictly additive to HIP-3; its use is optional and up to the deployer. Existing markets remain unchanged. The initial release is available on testnet, where specifications are preliminary and subject to change based on feedback.
Hyperliquid is a neutral infrastructure layer with the goal of supporting large parts of the financial system. HIP-3* gives deployers additional functionality to operate deployments consistent with the requirements applicable to them. As with HIP-3, HIP-3* deployers are independent operators who use Hyperliquid as the onchain infrastructure layer for their own markets, while retaining control and responsibility over their deployment.

Today, HPC filed a comment letter supporting the @SECGov’s proposed Regulation Crypto Assets and recommending five refinements before the Commission adopts it.
For years, builders could not tell when the securities laws applied to their tokens, and many launched abroad or excluded Americans. The proposal gives them a federal path: offerings of up to $75 million a year, a safe harbor for tokens that no longer depend on their developers, and relief from state-by-state registration.

Coventry 4-1 Newcastle.
That’s 4 goals in Matchweek 6, the first of 4 matchweeks on this market:
Will Coventry be the lowest or joint lowest scoring team in Matchweeks 6 to 9?
Where the window stands:
Coventry are the second highest scoring team
2 teams are goalless
7 teams are on 1 goal

XO Premier League Roundup: The Conviction Board
Matchweek 6 moved 3 of 4 markets. Man City is the exception, with no update on their situation.
Here is this week’s roundup of 4 Premier League conviction markets on @xomarket.
Will Coventry City be the lowest or joint lowest-scoring team in PL Matchweeks 6-9?
Coventry are yet to play in matchweek 6 and face Newcastle at home tonight. Coventry then visit Spurs next, then Fulham and Sunderland at home. Games at home are vital for the newly promoted teams. However, Coventry are struggling, with 1 goal in 5 games. Sunderland and Liverpool also blanked this weekend.
Liverpool have Brentford away next, Brighton and Arsenal at home after. These are tough games for Liverpool, combined with the injured Isak, Gakpo and Szoboszlai. Wouldn't be surprised to see Liverpool blank all their games in matchweeks 6 to 9.
Sunderland have Bournemouth away, Leeds at home and finally Coventry away. Their top goal scorer Brian Brobbey is currently injured. I could see them blanking against Bournemouth and Leeds, but scoring a few against Coventry.
This is the most interesting market on @xomarket. Liverpool’s injuries and tough fixtures, Sunderland’s poor form and Brobbey’s absence all point one way: Coventry have a real chance to avoid the lowest scoring spot in matchweeks 6 to 9.

Will Pascal Groß score or assist in at least 2 of Brighton's next 4 Premier League matches?
Brighton won 2-0 at Sunderland with an assist from Pascal Groß, which counts as the first of the 4 games. He needs 1 more involvement from Crystal Palace at home, then Liverpool and Man City away. Brighton are one of the in form teams. Groß can’t stop scoring or assisting, with 3 goals and 4 assists in the past 6 games.

Will Tottenham score at least 3 goals in October 2026 Premier League matches? @xomarket
The run: Manchester United (A), Coventry City (H), Chelsea (A), Crystal Palace (H).
The case for Tottenham: Spurs play 4 matches in October, giving them plenty of opportunities. Two of those fixtures come at home against bottom-half/newly-promoted opposition (Coventry and Crystal Palace), and reaching 3 goals across 360+ minutes of football requires an average of less than 1 goal per game.
The case against Tottenham: Spurs' attack is severely struggling, having failed to score in 4 of their first 5 league games. Tough away trips to Old Trafford and Stamford Bridge could easily yield zero-goal performances, putting massive pressure on their home fixtures to make up the tally.

Another conviction on @xomarket.
Coventry City have scored 1 goal in 5 Premier League games, the lowest in the league.
Will they be the lowest or joint lowest-scoring team over their next four matches (Matchweeks 6-9)?
The run: Newcastle (H), Spurs (A), Fulham (H), Sunderland (H).
The case against Coventry: Spurs have scored just 2 in 5. Liverpool, Arsenal, Newcastle and Everton only play 3 matches in October.

🚨 BREAKING: Manchester City could face a HUGE 60-point deduction in the Premier League! 😱
Man City have been found guilty of 114 financial rule breaches, and PM Andy Burnham says “I haven’t downplayed the seriousness of the findings.”
Whatever the politics, the market question is timing.
Will the Premier League announce a points deduction against Man City by 31 Oct 2026?

My latest conviction on @xomarket: Pascal Groß. I’m backing him.
Will he score or assist in at least 2 of Brighton’s next 4 Premier League matches?
The run: Sunderland (A), Crystal Palace (H), Liverpool (A), Man City (A).
He has 3 league goals in 5 games, is on penalty duty and takes every corner.

$3.50 on YES pays $10 if it happens. That is 2.86x at the current 35c price.
My view: Yes. Home games against Coventry and Palace should help Spurs clear 3 goals across their 4 October fixtures.
