The FREEDOM Amendment (IP 25)
Defending Oregon’s Way of Life — For Generations
Fundamental Right to Engage in Ethical Domestic and Outdoor Management
• IP 25 amends the Oregon Constitution to make hunting, fishing, trapping, farming, ranching, animal husbandry, and
science-based wildlife management individual fundamental rights.
• Protects the practices that feed families, sustain rural communities, and keep Oregon self-reliant.
The Current Legal Reality — Privileges, Not Rights
• The Oregon Supreme Court has ruled that taking wild game and fish “is not a right, but is a privilege, which may be
restricted, prohibited, or conditioned, as the law-making power may see fit” (State v. Pulos, 1913; reaffirmed State v.
Dickerson, 2015).
• Wildlife is the property of the state (ORS 498.002).
• These activities can be narrowed, fee-loaded, or redefined by statute, rule, or future ballot measure.
IP 28: The Wake-Up Call — Third Attempt, and They Are Coming Back
• IP 28 was filed as a “peace act” but would have removed the legal exemptions that allow hunting, fishing, trapping,
farming, and livestock husbandry.
• It failed to qualify for the 2026 ballot after its third attempt (104,262 valid signatures; 117,173 required).
• Its chief petitioner has said the campaign is not finished and a future vote remains possible.
• Out-of-state and out-of-country funding has already backed these efforts.
Why IP 25 Is Critical — From Privilege to Constitutional Right
• IP 25 writes these practices into the Oregon Constitution as individual fundamental rights.
• Future laws, rules, and petitions must conform to that protection.
• It is the permanent shield against the next version of IP 28 and against unwarranted fees or restrictions.
• Preserves Oregon’s heritage, food security, and rural economy for the next generation.
Call to Action — Sign to Make History
• IP 25 is now circulating. It is time to put your signature on the line and be part of the history that turns Oregon’s
privileges into constitutional rights.
• Protect the ability of your children and grandchildren to hunt, fish, farm, ranch, trap, manage wildlife, and raise their
animals without the next petition or the next Legislature taking it away.
• We are aiming for over 200,000 signatures by July 7, 2028.

🚨🚨🚨Oregon voting fraud: 397 voters registered in a single day. Over 40 confirmed deceased. 129 over 100 years old. One already voted after death.
I worked with Samantha Frost and Richard McNamara digging into Douglas County, Oregon voter rolls.
Here’s what we’ve confirmed so far:
County Clerk Dan Loomis registered 397 voters in a single day. The normal daily average is about three.
Of those he registered, over 40 have been confirmed deceased.
129 of the registered voters are over 100 years old.
At least one deceased person cast a ballot after they died.
When I asked Loomis about the mass registrations, he claimed these “ghosts” went to the DMV and registered in batches. When confronted about the dead voter who already voted, he acted like he knew nothing even though others had already asked him about it.
This is only the beginning. More records and interview details are coming out in pieces.
The people of Douglas County and Oregon deserve clean voter rolls and straight answers.
Stay tuned.
On August 19, 2026, the Elections Division determined IP-25, proposed for the November 7, 2028, General Election, had enough valid sponsorship signatures and has requested the Attorney General draft a ballot title.

1,911 sponsorship signatures submitted to the OR SoS for IP-25.
Once approved, we’ll be collecting signatures for our constitutional right to hunt, fish, trap, farm, ranch, and manage wildlife on the 2028 ballot ~ protecting Oregon’s way of life from threats like IP-28.

The Oregon Freedom Amendment FULL TEXT:
Proposed Amendment to the Oregon Constitution; Be It Enacted by the People of the State of Oregon:
SECTION 1. FINDINGS AND PURPOSE.
The people of the State of Oregon find and declare that the rights to hunt, fish, trap, farm, ranch, and engage in responsible wildlife management and agriculture are fundamental human rights rooted in Oregon's heritage, cultural traditions, food security, personal liberty, property rights, and rural way of life. These practices have sustained Oregonians for generations, support a healthy economy, promote scientifically based conservation, and are essential to the responsible stewardship of natural resources. This amendment protects these individual rights against substantial burdens or redefinitions that conflict with established human rights to adequate food, cultural participation, and livelihood.
SECTION 2.
Article I of the Oregon Constitution is amended by adding the following new section:
Section 44. Right to Hunt, Fish, Trap, Farm, Ranch, and Manage Resources.
(1) The people of Oregon have an individual, fundamental right to hunt, fish, trap, farm, ranch, raise livestock, cultivate crops, harvest natural resources, and engage in generally accepted practices of agriculture, animal husbandry, and scientifically based wildlife management. (2) This right includes, but is not limited to: (a) The lawful taking, possession, processing, transportation, sale, and use of fish, wildlife, livestock, poultry, crops, and other agricultural and natural resources; (b) The use of traditional, customary, and generally accepted tools, methods, and practices for these activities; (c) Participation in and support for scientifically managed conservation programs. (3) These rights shall be preserved forever as a public right and a preferred means of responsibly managing and controlling fish, wildlife, and natural resources. (4) The State and its political subdivisions may regulate these rights only through laws or rules that are: (a) Reasonable and narrowly tailored; (b) Necessary to promote sound wildlife conservation and management, public safety, or the prevention of substantial harm to public health or private property rights; and (c) Consistent with the promotion of sustainable, science-based practices. No law, regulation, or initiative petition may: (a) Prohibit or substantially burden the exercise of these rights; (b) Redefine generally accepted hunting, fishing, trapping, farming, ranching, or agricultural practices as animal abuse, neglect, or cruelty; (c) Impose undue or excessive fees, permitting requirements, or regulatory burdens not strictly necessary under subsection (4); or (d) Discriminate against or disproportionately target traditional rural, agricultural, or wildlife management practices. (5) This section shall be liberally construed in favor of protecting the individual rights of the people. Any ambiguity shall be resolved in favor of the people exercising these rights. (6) Nothing in this section: (a) Authorizes trespass on private property or infringement of private property rights; (b) Limits civil or criminal liability for reckless, negligent, or intentional misconduct unrelated to lawful protected activities; (c) Prevents the enforcement of laws prohibiting intentional animal torture outside of lawful, regulated activities; or (d) Affects the sovereignty of the State over its natural resources or the authority of duly established wildlife management agencies to set seasons, bag limits, or conservation measures consistent with this section.
SECTION 3. SEVERABILITY
If any provision of this amendment or its application is held invalid, the remainder of the amendment and its application to other persons or circumstances shall not be affected and shall remain in full force and effect
