Thomas Sowell: A gov't agency has 2 tasks: building statues of Benedict Arnold & providing life-saving medications to children. If this agency's budget were cut, it would cut the life-saving medications for children. Cutting the program people care about creates public outrage & pressure on legislators to restore the budget, while cutting the useless program would just show that the agency can do without the money.

Czechoslovakia, 1945: the Nazis are gone, the war’s over, people are dancing in the streets. For a few years it actually feels like freedom.
Didn’t last. By 1948 the Communist Party, backed by Moscow, staged a coup and took the whole country. Then came 40+ years of one-party rule: secret police, show trials, censorship, closed borders, empty store shelves.
It took until November 1989, the Velvet Revolution, students leading the way, for the country to actually be free again.
