It would be like if we got ethereum POS running on dogecoin nodes, and then claiming ethereum wrapped dogecoins were an L2 because they 'settled on l1'. Like it's kind of all just semantic games. They could just make their own consensus using ZKP and run their own network nodes.

It's a very "technically settled" either way. Like ZKP is not l1 dogecoin consensus. It inherits dogecoin l1 security literally no more than thorchain or flare networks dogecoins unlocked or transferred onto the network. It's not really meaningfully l1.
