Today, we’re saying thank you to Secretary General @vseviov, who has led Estonia’s Ministry of Foreign Affairs through nearly six eventful years.
During a challenging period for Europe and international security, he has helped shape Estonia’s foreign and security policy and its response to major international developments.
Whether in meeting rooms, on conference stages, by the seaside, aboard a helicopter or on a bog trail, Jonatan has consistently found ways to tell Estonia’s story and build connections around the world.
The @MFAestonia team thanks him for his leadership, commitment and contribution to Estonia’s foreign service, and wishes him all the best for what comes next.
1 November 2026 marks my final day as Secretary General of the Estonian Ministry of Foreign Affairs.
I leave with mixed emotions. Some melancholy, certainly. But above all, pride. Pride in what we have achieved, in the results we have delivered, and in the extraordinary team with whom I have had the privilege of working.
From reinvigorating Estonian diplomacy despite the constraints of the pandemic to developing the strategy — and tactics — for countering Russian aggression, we have accomplished a lot.
There were times when all of Europe was singing from our songbook. Not by accident or coincidence, but because the ideas and policy objectives we developed stood the test of scrutiny beyond Estonia. And because we had the skill and courage to shape the debate and set the agenda, even when the stakes — and the risks — were high.
Alongside shaping policy, we also built something equally important: the institution itself.
Today, the Foreign Ministry is among Estonia’s most dedicated public institutions. A place where people want to work — and stay. That is no small achievement. Professional diplomatic services are notoriously difficult organisations to manage, regardless of country. Constant rotation, changing teams and shifting responsibilities make leadership a particular challenge.
I am therefore especially pleased that our colleagues have given the Ministry increasingly positive ratings in successive internal satisfaction surveys.
I am equally proud that we have achieved near-perfect gender balance in our leadership. Proof that when we focus on getting things done rather than finding excuses, remarkable things are possible.
Compared with six years ago, Estonian diplomacy now stands on a far more sustainable organisational, financial and technological footing.
We have expanded our embassy network, purchased and renovated properties, and increasingly moved from renting to owning. Our embassies, residences and, with some qualifications, our headquarters now serve our diplomats better and tell Estonia’s story to the world. Our newest embassies are genuinely world-class, both in design and functionality.
But diplomacy has never been confined to offices, conference rooms or embassy walls. Nor should it be.
The photographs accompanying this post offer a glimpse of just how much of our work has taken place beyond them.

Preparations for the Ukraine Recovery Conference #URC2027 in Tallinn next January are well underway.
The Ukrainian side has confirmed that the President of Ukraine has signed the invitations to world leaders. Estonia and Ukraine are working closely together to bring international partners to Tallinn.
Our goal is to turn shared commitments into practical deliverables and ensure Ukraine receives urgent support as it faces another harsh winter.

War crimes, crimes against humanity and evidence of human trafficking. A new report by the Independent International Commission of Inquiry on Ukraine 🇺🇦, mandated by the @UN_HRC, documents all three.
The Commission concluded that Russia committed war crimes by deliberately attacking civilian objects and crimes against humanity through systematic attacks on Ukraine’s energy infrastructure.
As Estonia 🇪🇪 has consistently said, Russia is using cold and darkness to inflict suffering and break Ukrainians’ resistance.
The Commission also found compelling evidence that Russian authorities trafficked men from 29 countries into their armed forces through deception and coercion. Many were killed or went missing after being sent to the front.
We must strengthen Ukraine’s defences, increase pressure on Russia and hold those responsible accountable.
The @UN Commission of Inquiry on #Ukraine found in a new report that Russian authorities:
➡️ Committed crimes against humanity through attacks on Ukraine’s energy infrastructure
➡️ Trafficked foreign nationals to fight in their armed forces in Ukraine.

I spoke with the newly elected President of Estonia. I congratulated Ülle Madise @YlleMadise on taking office. Ukraine always wishes the people of Estonia nothing but success and the achievement of all their goals. I am grateful for the much-needed and right signals – Estonia’s support in all areas will continue. Estonia is also closely following the diplomatic efforts aimed at achieving peace.
I shared details of the talks in Oslo and our communication with the American side following their meeting in Russia. There is an agreement to hold a trilateral meeting at the team level as early as November, and it is important that the meeting is not postponed. Ukraine is ready for negotiations at any time, and our position is that the sooner the talks begin, the better. Of course, like Estonia and other partners, we have always advocated for Europe’s presence in the negotiations. Europe must have a say in all formats that can deliver real decisions.
We also discussed the consequences of Russian strikes, particularly on our energy infrastructure and railways. Russia is deliberately trying to destroy our locomotives, and therefore any support that helps increase our rolling stock of this type would be very helpful. Thank you, Estonia!
Had a phone call with President @ZelenskyyUa, I reassured Estonia’s firm support for #Ukraine and its people. We will keep helping Ukraine defend itself and join the #EU and #NATO. Ukraine’s security is our security and as so we can’t accept borders changed by force.

Estonia stands with France in the face of this horrific violence.

No foreign visit would be possible without the dedication and professionalism of the diplomats and experts who shape the agenda, coordinate every detail, and ensure each engagement delivers real results.
Thank you to our colleagues at @EstEmbassyFR for the warm welcome in Paris and for the outstanding work you do every day to strengthen Estonian-French relations.

Great meeting in Paris with my friend and colleague @jnbarrot.
We discussed strengthening Estonia-France ties, boosting Europe's security and resilience, maintaining pressure on Russia, and increasing support for Ukraine.
At a time when Russia shows no signs of changing course, neither should we. Ukraine’s security is Europe’s security.
Estonia and France stand united as EU partners and @NATO allies. Our cooperation spans defence, business, digital affairs, culture, and education.
We will continue working closely to deepen our partnership, reinforce Europe's security and competitiveness, and advance a just and lasting peace in Ukraine.
Thank you, Jean-Noël, for the warm welcome and excellent discussions.

Started my visit to Paris with an excellent exchange with members of the French National Assembly, @platombe, @JL_Thieriot, and @npouzyreff78.
We discussed Europe's most pressing security challenges, the need to boost competitiveness, and stand firmly with Ukraine.
A stronger, more secure Europe and unwavering support for Ukraine go hand in hand. Europe must remain united and resolute.

France’s action sends a clear message: Russia’s shadow fleet cannot operate with impunity.
We must work together to stop sanctions evasion at sea, using every measure available under international law.
These vessels keep Russia’s oil revenues flowing and help finance its war against Ukraine. We must cut that funding and ensure that sanctions are enforced, not just imposed.
C’est ainsi qu’il faut agir. 🇫🇷

Estonia and Ukraine continue their close defence cooperation, sharing experience and supporting each other. 🇪🇪🇺🇦
In Kyiv, Defence Ministers Martin Herem and Evgeniy Khmara, also discussed how Ukraine’s battlefield experience can help strengthen the Baltic Defence Line.
“We have much to learn from Ukraine about protecting the lives of our people and service personnel. The Baltic Defence Line must take a comprehensive approach, drawing on Ukraine’s experience and integrating fortifications with drone defence,” said Herem.
Estonia is committed to providing military support to Ukraine worth at least 0.25% of GDP every year, and urges all our friends and Allies to do the same.
This year, €73 million in military aid has already been delivered or is on its way. Most of our support will take the form of products made by Estonian companies, alongside funding for industrial projects under the Build with Ukraine initiative.

I met with Estonian Defense Minister Martin Herem. In practically every meeting with partners, we discuss how to strengthen the protection of Ukraine’s skies. Estonia is actively helping us in this area, and we are grateful for every defense package and for its support for the PURL initiative, which enables us to obtain ballistic missile interceptors.
Today, we discussed possible new contributions and ways to secure additional funding for air defense procurement. The Drone Deal between our countries allows Ukraine to export its arms to Estonia. Estonia gains battle-tested weapons, and Ukraine gains additional funding for its defense. We agreed that our teams will move quickly to put together such an export package.
I am also grateful to Estonia for its steadfast support for Ukraine on our path to joining the EU.
