I'd have to go AJ Brown. While I like Michael Penix and Drake London for fantasy, we already know what we're getting with Brown and Hurts.
Brown averaged 16.7 FPPG on 97 targets last season. Had he stayed healthy, Brown would've seen nearly of 130 targets.
Browns role even in a run first offense is locked.

Eagles WR AJ Brown was being drafted as the WR5 in fantasy football last season, per @FantasyDataNFL.
And while Brown gave fantasy managers 16.7 fppg (13th), Brown finished as the WR20. That placed him in WR2 territory.
