CHIC10 CONFLUENCE INTELLIGENCE · CASE STUDY ENTRY The Venezuela Tithe July 23, 2026 · For Confluence members only. Not for distribution. The Number That Matters $13 billion collected. Roughly $300 million publicly traced back to Caracas. A gap of approximately $12.7 billion, six months into an arrangement with no finalized audit process — by the sitting Secretary of State's own admission under questioning. This is not a contested estimate from a partisan source. It is the Financial Times' own calculation, built from shipping data and independent oil-price assessments, of revenue generated since the United States assumed control of Venezuela's oil exports following the January capture of Nicolás Maduro and the installation of Delcy Rodríguez. The Structure, Named Plainly Gérard Araud — former French Ambassador to the US and UN, not a fringe commentator — described the arrangement in terms usually reserved for organized crime rather than statecraft: a client regime paying tribute to a protecting power, which pockets the proceeds without legislative oversight. The word he used was maffiosi. The legal architecture supporting the arrangement (Executive Order 14373, January 9) frames it differently: the funds are Venezuela's sovereign property, held by the United States in a “custodial and governmental capacity.” The Department of Energy has said the money will be “disbursed for the benefit of the American people and the Venezuelan people.” Both framings can be true as stated and still produce the same observable fact: a resource-rich state under new leadership installed with US backing, whose oil wealth is now controlled by the power that installed that leadership, with the great majority of proceeds unaccounted for in public records. Why This Fits the Extraction Frame, Not Just a Transparency Story The conventional read is a governance failure — an accountability gap Congress should close with an audit. That read is correct as far as it goes, but it treats the opacity as a bug. The rent-seeking frame treats it as a structural feature worth naming on its own terms: a protection relationship in which the protected party's compliance (accepting reduced sovereignty over its own primary export) is priced not in a transparent, negotiated fee, but in an open-ended tithe whose size is set unilaterally by the protector and whose disbursement is unaudited by design until challenged. This is the same shape as the toll dispute logged in the 60-Day Window ledger — a nominally protective arrangement (safe transit, in that case; regime security, in this one) that functions, on inspection, as extraction dressed in the language of stewardship. The pattern recurs because the underlying incentive structure recurs: whoever controls the flow of a contested resource under the banner of “protection” captures the option value of disclosing as much or as little as scrutiny forces them to. The Marker to Watch Not whether Congress demands an audit — that demand is already bipartisan and already public, per Rep. Joaquin Castro's on-record comments to the FT. The marker is whether an audit actually produces a public, itemized accounting of the missing $12.7 billion, or whether it produces a procedural review that reaffirms executive custodial authority without resolving where the money went. The latter outcome would confirm the extraction frame; the former would undercut it. Either way, this is now a dated, trackable claim rather than a speculative one.

** – at Progreso, Yucatán

Lifting U.S. sanctions imposed after Turkey acquired the Russian S-400 missile system in 2017 and clearing the way to provide Turkey F-35 fighter jets would be a strategic mistake, undermining the security of the United States, Israel and NATO. The Horizon: Conflict is no longer just about the clash of armies. It is about the contest of wills, the battle for truth, and the struggle to control the very fabric of reality. The surprises in this domain are not just about the weapons we use, but about the nature of violence itself. We are moving from a world of kinetic destruction to a world of systemic disruption, where the goal is not to destroy the enemy's army, but to paralyze their society. – at Solidaridad, Quintana Roo

To the center, the Turkey-Russia relationship looks stable. To the ellipse, it is a hinge under load — and hinges under load either hold or break. There is no middle state. ...If it holds, you lose nothing. If it fractures, you lose everything you didn’t protect.

It is absurd to say the choice in Latin America is either Marxists or Zionist owned dupes posing as capitalists. – at Solidaridad, Quintana Roo
A new political wave is sweeping Latin America. What began with Javier Milei in Argentina has turned into a broader rejection of Marxist models. Chile, Bolivia, Peru, Ecuador, Colombia, Honduras, and Costa Rica are shifting rightward. The biggest game changer may be Cuba itself.
