As Ukraine celebrates the Day of Ukrainian writing and language, I express my deep gratitude to all our partners who help us to withstand and make Ukrainian voice heard across the world.
Today, Ukrainian "Slava Ukraini" is a worldwide known expression in support of freedom, dignity, and shared human values.
Russia’s genocidal war against Ukraine reminds us that language is an element of national security, along with culture and history.
For centuries, Russia tried to silence our language and erase our identity. It failed. Just as it failed to take over Ukraine in 3 days and to break our resistance during over three years of full-scale war.
Ukrainian language has survived.
We have endured, defended our state, and together with our partners we will restore a just peace for Ukraine.

Response efforts are ongoing in Kyiv following the Russian attack. All the necessary emergency services are working at the sites. Last night, Russia launched more than 100 drones against us. Ordinary apartment buildings in several districts of the city have been damaged. Unfortunately, as of now, three people are known to have been killed in the attack. My deepest condolences to their families. Dozens have been injured, including children.
Every Russian strike is an attempt to inflict as much damage as possible on ordinary life. This week, they’ve been striking residential buildings, our people, children, and civilian infrastructure. These are the main targets for the Russians. Thousands of strikes with various types of weapons: in just one week, Russia has used nearly 1,200 attack drones, more than 1,360 guided aerial bombs, and over 50 missiles of different types against Ukraine.
Under all these strikes, Ukraine has continued to defend itself actively – on the battlefield, in the sky, and through diplomacy. There are significant results regarding the pressure on Russia: the 19th EU sanctions package and new U.S. sanctions targeting Russian oil. We are grateful to our partners for these steps, but it is important not to stop here. We count on the synchronization of these sanctions across the G7 and other partner jurisdictions. And, of course, additional tariff and sanctions restrictions are needed against Russia and all those helping it stay afloat. Certainly, pressure will help bring about peace. I thank everyone who contributes to this.

Russia launched a massive overnight attack against Ukraine, killing a rescuer and three civilians and injuring at least 16 people.
On October 25, during rescue operations in the Dnipro region, Russia struck the site again. A firefighter was killed when extinguishing a fire caused by a Russian attack. Another rescuer was injured. A civilian woman was also killed and seven more people were wounded.
Russia also struck several districts of Kyiv. Two people were killed and at least nine more were injured. Kharkiv, Sumy, and other regions were also targeted.
💬 "No one in the world wants this war to continue except Russia. Absurdly, this country currently presides over the UN Security Council in October 2025–although its very presence at the UNSC is illegal. Russian terror can and should be stopped. Through collective action," Ukraine's Minister of Foreign Affairs Andrii Sybiha has commented.
Every air defence system and every long-range capability supplied to Ukraine means saved lives and prevents new war crimes.

🇺🇦🇪🇺 The EU has adopted its 19th package of sanctions against Russia.
The package includes a ban on Russian LNG imports into the EU, tighter restrictions on two major Russian state-owned oil producers Rosneft and Gazprom Neft, sanctions on the shadow fleet transporting Russian oil, and on Chinese refineries buying Russian crude oil.
It also targets eight banks and oil traders from Tajikistan, Kyrgyzstan, the UAE and Hong Kong, five additional Russian banks, and bans transactions with Russia’s MIR payment system. Entities supplying Russia with military technologies, including companies from China, India, and the UAE, are also targeted.
Moreover, the EU has expanded sanctions against those responsible for the abduction of Ukrainian children and is tightening control over the movement of Russian diplomats due to Russia’s hostile intelligence activity in Europe. Belarus is also facing further measures for supporting Russia’s war.
💬 "The sanctions pressure remains critical to counter Russian aggression and defend international law. Sanctions do work and limit Russia’s ability to continue the war. Together with the latest decisive US steps, they bring peace closer," Ukraine's Minister of Foreign Affairs Andrii Sybiha.
We are grateful to the European Union and all member states! Economic pressure must continue until Russia ends its war of aggression.

A Russian drone strike hit a kindergarten in Kharkiv – after a massive attack overnight. Unfortunately, one person has been killed – my condolences to the bereaved family. As of now, seven people have been injured and are receiving medical care. All the children have been evacuated and are now in shelters. Preliminary reports indicate that many are showing acute stress reactions.
There is no justification for a drone strike on a kindergarten, nor can there ever be. Clearly, Russia is growing more brazen. These strikes are Russia’s spit in the face to everyone who insists on a peaceful resolution.
Thugs and terrorists can only be put in their place by force.

Seven people injured following a direct Russian strike on a kindergarten in Kharkiv. One person killed. Russian barbarism knows no limits. I urge strong responses and steps to make Russia feel the cost of its crimes. Discussions cannot stop this terror. Weapons and sanctions can.

Russia continues to attack, kill, and injure journalists who are covering its war against Ukraine.
Today in Kramatorsk, a Russian drone directly struck a car with Ukrainian “Freedom” TV reporters, killing journalist Olena Hubanova and cameraman Yevhen Karmazin, and severely injuring journalist Oleksandr Kolychev.
Condolences to families, close ones, and colleagues of the victims. Their courage in reporting the truth about Russian aggression against Ukraine will never be forgotten.
I also wish a speedy recovery to the injured reporter and wish strength to his loved ones.
Not long ago, a direct Russian drone strike killed French photojournalist Antoni Lallican and injured his Ukrainian colleague Heorhii Ivanchenko. Since 2022, Russia has already killed 135 media representatives in the course of its full-scale war.
These are not accidents or mistakes, but a deliberate Russian strategy to silence all independent voices reporting about Russia’s war crimes in Ukraine.
I am grateful to everyone around the world who does not close eyes to Russia’s targeted attacks against journalists and other crimes.
It is very important to support our people. And I urge everyone around the world, including reporters, media watchdogs, specialized UN and OSCE representatives, all governments and institutions to support Ukraine’s defense and all kinds of pressure on Russia that help end this war as soon as possible.

🇺🇦🇺🇸 The United States has imposed new sanctions against Russia’s energy sector, targeting Rosneft and Lukoil – Russia’s two largest oil companies that finance the Kremlin’s war against Ukraine. The sanctions also apply to dozens of their subsidiaries.
These measures are designed to cut Russia’s ability to fund its war machine and increase pressure on Moscow to agree to a real peace. The U.S. Treasury stressed that the time has come for an immediate ceasefire and urged allies to join these sanctions.
Ukraine's Minister of Foreign Affairs @andrii_sybiha welcomed the sanctions and the bills approved by the Senate Foreign Relations Committee: Designate Russia as a State Sponsor of Terrorism, REPO Implementation Act, and STOP China & Russia Act.
💬 "These moves demonstrate the strong leadership of President Trump and his Administration, as well as the bipartisan and bicameral support of the U.S. Congress.
Putting maximum pressure on Russia and cutting off the sources of financing for its war machine are instrumental in bringing closer a comprehensive, just, and lasting peace," Andrii Sybiha has stressed.
We thank the United States for this strong step! Cutting Russia’s oil revenues means reducing missiles, drones, and artillery that kill people in Ukraine every day.

📄 Joint statement by Ukraine, the European Union, as well as Albania, Andorra, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, Malta, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.
Delivered at the Join Stakeout at the United Nations Headquarters on 23 September 2025 by Ukraine’s Minister of Foreign Affairs @andrii_sybiha and EU High Representative/Vice-President @kajakallas:
💬 "We stand here together as Russia’s war of aggression against Ukraine continues to inflict human suffering and destabilise global peace. This illegal, unprovoked and unjustified full-scale invasion, now in its fourth year, is a blatant violation of the UN Charter.
The international community must remain united in addressing these grave violations of international law and in supporting Ukraine’s freedom, sovereignty and territorial integrity within its internationally recognised borders.
For this reason, we stand united in our solidarity and we jointly call on the Russian Federation to stop the killingand enter meaningful negotiations with Ukraine.
We want to reiterate that intentionally directing attacks against civilians or civilian objects or causing disproportionate civilian harm is a war crime. Russia mustimmediately cease its indiscriminate missile and drone attacks on Ukrainian cities and towns. We reiterate the need to ensure accountability for the most serious crimes under international law.
In recent months, Russia has chosen the path of escalation: adhering to maximalist positions, increased attacks against innocent civilians, and conducted unprecedented and intentional violation of EU Member States’ airspace by drones and planes.Russia undermines European and global peace and security.
These actions demonstrate that Russia is the one undermining prospects for peace. Nobody wants peace more than Ukrainians.
Together, we urge all global partners to use their influence and maximise pressure on Russia to immediately end this unlawful aggression, work towards a just and lasting peace.
We remain unwavering in our support for Ukraine. We stand with Ukraine militarily, economically, politically and diplomatically. We support a just and lasting peace, based on international law and the UN Charter. Our support to Ukraine is about making peace a reality."

On September 23, Russia carried out new attacks on multiple Ukrainian regions.
In Zaporizhzhia, a 49-year-old man was killed after an airstrike destroyed a one-story house and damaged nearby buildings.
In the Odesa region, Russia's attack killed one woman and injured three others; fires broke out in five kiosks and several buildings were damaged.
The Dnipro region came under Russian FPV drone and artillery fire; a 19-year-old man was injured and houses were damaged. In Kryvyi Rih, a drone hit an enterprise.
In the Kirovohrad region, a Russian drone strike caused a fire at an infrastructure facility.
While holding a seat at the UN Security Council, Russia keeps attacking Ukrainian cities and towns, killing and injuring civilians.
That is why it is vital for this diplomatic week to deliver real results. Europe, the US, the G7 and G20 countries, and all who support just peace must act together with strong sanctions, political pressure and real accountability.

Rescuers are now working in Volochysk, Khmelnytskyi region, where the Russians struck an ordinary sewing workshop with a missile. As of now, three people are reported injured. This is just one of the sites of today’s massive Russian attack: about 415 drones of various types and more than 40 cruise and ballistic missiles. Fifteen of our regions were under attack. Sadly, one person was killed as a result of shelling in the Zhytomyr region. My condolences to the family and loved ones.
Moscow always pushes the boundaries of what is possible, and if it does not encounter a strong reaction, it remains at the new level of escalation. Today there was another step of escalation – Russian-Iranian “shaheds” operated in the airspace of Poland, in NATO airspace. It was not just one “shahed” that could be called an accident, but at least eight strike drones aimed toward Poland.
An extremely dangerous precedent for Europe. Whether there will be further steps depends entirely on the coordination and strength of the response. The Russians must feel the consequences. Russia must feel that the war cannot be expanded and will have to be ended.
The pause in sanctions has gone on far too long. Delaying restrictions on Russia and its accomplices only means increasing the brutality of the strikes. Sufficient weapons are needed to deter Russia. A strong response is needed – and it can only be a joint response by all partners: Ukraine, Poland, all Europeans, the United States. I thank everyone who is helping.

Russia targeted civilians while they were standing in line to receive pensions.
At least 21 people were killed and another 21 were injured as a result of this brutal Russian strike in Yarova in the Donetsk region on September 9.
Rescuers and medics are on the ground, helping the victims.
This horrific crime demands immediate worldwide condemnation and action. We call on European partners, the United States, G20 members, and all who value human life to act decisively and hold Russian criminals accountable.
Only determined action – including sanctions and support for Ukraine’s defense – can stop this terror.
