In Wednesday's #Budget , how should the Chancellor redistribute more power to mayors, unlock innovation and drive economic growth?
@DanRCorry FGF's Chief Economist answers those questions in this @public_finance_ article. Here are three examples of the proposals Dan makes, aimed at transforming the state to renew the nation:
1. England's mayoral authorities, now dubbed 'strategic authorities, should be given more power over expenditure and control over multi-year budgets, and mayors should be given the green light to enter into their own 'Mayoral Infrastructure Investment Partnerships'.
2. More government effort is needed to get financing to: women #entrepreneurs, #business leaders with disabilities, ethnic minority entrepreneurs - groups who find it harder to get financing for their businesses.
3. The government should set up a Growth Investment Tracker to show how the most growth-friendly forms of public investment are spread across the country and ensure that they are better targeted towards national and regional growth.

The debate around earned settlement is heating up.
In case you haven’t been following, the Home Secretary has proposed changes to make it longer and tougher for migrants to settle permanently in the UK, including for those already living and working here.
Under this new system, the UK will have some of the longest pathways to settlement of any European country.
Such long pathways will likely harm integration and will also put migrant workers at greater risk of exploitation – something well documented for care workers. As such, the proposals have proved controversial, including from within the Home Secretary’s own party.
If the government does go ahead with reforms, we’ve suggested an alternative approach: a new ‘interim’ settled status offered at five years and full settled status at ten. This allows government to keep the focus of the story on contribution, while drawing a clear dividing line with those on the right pushing for more extreme changes to settlement policy.

The first Chair of @Railways_GB has now been announced.
This is a really significant step. There are just 18 months before GBR – the 'directing mind' of the new, largely nationalised railway – is operational. Sir John Kingman must hit the ground running.
Here are three priorities @BrunoDent_ set out in an article for @CSWnews last month, which he should focus on from day one.
1️⃣ Use the power of the pulpit: bring attention to overlooked issues and champion GBR in public.
2️⃣ Lovebomb the mayors: establish effective working relationships with England's mayors and the devolved national governments.
3️⃣ Build an outstanding team - from boardroom to platform: appoint a senior leadership team quickly and use this wider opportunity to coordinate the industry's workforce.

💡 When it comes to invention, creativity and innovation, Britain has offered the world a great deal.
From the steam engine (1712), the Smallpox Vaccine (1796), the telephone (1876) and Penicillin (1928), to The Beatles, David Hockney, Jane Austen and Hilary Mantel, Britain's creative juices are in no short supply.
📆 Last week, FGF co-hosted the 'Innovation Nation' summit in Manchester with @GrowthandReform and @metrodynamics to celebrate this illustrious history and to think about what the next chapter of the story should be.
The summit had a simple message: that Britain has been the world’s innovation nation before, and we have the potential to be so again.

Last year, FGF’s flagship ‘Transforming #DowningStreet' report recommended the creation of a dedicated department for the #PrimeMinister, to give them the powers they need at hand to drive their political programme through Whitehall and beyond.
On taking power in July, that’s exactly what @andyburnham did: establishing the new Office of the Prime Minister and Cabinet in his first week in the job.
But new structures are only the first step to rewiring the centre of the state. It will be the people within those structures, and the culture they create, that will determine whether we see real change in the way government operates.
So it’s good to see today the job advert go live for a new Permanent Secretary of the Office of the Prime Minister and Cabinet - something else we called for last year and argued was critical to the success of a new prime ministerial department.
Whoever takes up that new post will have a vital role to play in the Prime Minister’s ambition to create a more streamlined state with a clearer purpose. One to watch…

👏 FGF's @EmilyAGraham2 was in @Independent yesterday pushing back on Reform UK's plan to shut down the UK asylum system. (Thanks @Holly_JoyB )
Instead of this race to the bottom, FGF wants to see a principled and sustainable approach that would see the UK cooperating with European neighbours to deter dangerous Channel crossings and expand safe and legal alternatives for those seeking protection here.

It’s a big day for FGF!
It really isn’t everyday you get to host an event with the Prime Minister, a former Prime Minister, and the creator of the World Wide Web, all speaking.
Today’s #InnovationNation Summit – convened by the Growth and Reform Network – is bringing together political leaders, policymakers, innovators, CEOs and local government stakeholders to discuss how we can translate Britain’s innovative strengths into good growth in every postcode.
Andy Burnham and Gordon Brown both spoke passionately this morning about the potential for Britain to be a world leader when it comes to innovation: that we have exceptional scientific and research capability, world-leading scientific institutions and top rate universities.
Now we need to unleash Britain’s innovation potential.
We’ve got plenty more fantastic speakers lined-up today. If you want to find out more, check out the paper we’ve released alongside the Summit today, featuring an intro from Gordon Brown.
Must-read story by Alistair Houghton Editor, @businesslive about the #InnovationNationSummit with @andyburnham, Gordon Brown, innovators, investors and policymakers, which says:
‘Mr Brown declared that innovation could boost the British economy by £100bn in a decade.’
‘Adam Terry, executive director of the Future Governance Forum, said: "The timing is really kind of perfect at the moment, because we're three weeks out from a Budget... and we've got a brand-new Prime Minister bringing in that kind of energy and purpose and mission. “He's got a theory of growth. And that theory of growth has got to have innovation at the heart of it, because otherwise what's going to change from what's been 20 years of stagnation and a lack of productivity? And this moment right now, when you've got a Prime Minister committed to it, and those big events on the horizon, is the right time to have the conversation."'

A new FGF report has called for the government to use the #Budget to provide more support for female, disabled and ethnic minority entrepreneurs and founders without inherited wealth or established networks, to help deliver @andyburnham's ambition for 'good growth in every postcode'.
The report recommendations include calls for the government to:
* Provide more support for these ‘underinvested founders’, funded through the £400 million Investor Pathways Capital programme.
* Introduce a £50 million Youth Enterprise Scheme to help young people on Universal Credit to start their own businesses through financial subsidies.

Great to see this @fintechf story which says:
‘HSBC UK and the Future Governance Forum (FGF) have released a report outlining the persistent equity gap facing underinvested founders in Britain. For fintech professionals, this highlights a critical failure in capital allocation, where female, ethnic minority, and disabled entrepreneurs remain systematically underserved by traditional debt and venture capital markets despite their growth potential.’
'Adam Terry, FGF Executive Director, "If this government really wants ‘good growth in every postcode’ then it should leave no stone unturned. As things stand, too many entrepreneurs struggle to access the finance they need to start up, scale up and stay here in the UK - and that’s especially acute for female, disabled, working class and ethnic minority founders." '

Really important @greatesthitsuk story which says:
‘Figures show more than 80% of black business owners suffered setbacks because of a lack of support’
‘While a report by The Future Governance Forum (FGF) has found £75 billion could be generated from more businesses being led by ethnic minority entrepreneurs. The FGF also found £310bn could come from more women starting up their own business, and say the upcoming Autumn Budget must offer "more support for female, disabled and ethnic minority entrepreneurs and founders".’

Great to see FGF's @EmilyAGraham2 quoted in @guardian over the weekend on how the government can stop smuggler gangs and small boats.
To achieve this, FGF is calling for a new ‘routes for returns’ deal with European partners which would reduce irregular arrivals in return for increased access to safe and legal routes.
And with Andy Burnham urging MPs to embrace a closer relationship with the EU, could we see closer cooperation on migration?
