Ryan Cornelius has now spent 18 years imprisoned in Dubai. For far too long Britain has behaved as though maintaining good relations with the Gulf means remaining silent when our own citizens are mistreated.

That weakness has consequences. It tells despots they can act with impunity.
The Government should impose Magnitsky sanctions on Mohammed Ibrahim Al-Shaibani.

Three years ago Zhala Bayramova approached me at an event at the German Parliament on political prisoners to tell me the heartbreaking story of how the Azerbaijani dictator had imprisoned her father Dr. Gubad Ibadoghlu and kept him in torturous conditions denying him medical care for exposing corruption in Azerbaijan. He was literally dying in prison. Zhala’s campaign was so compelling that she was awarded the Magnitsky Human Rights Award in 2024. I’m so happy to report that today she successfully extracted her father from certain death in Azerbaijan and is now in Germany where he is free and will receive the medical care he needs. Congratulations Zhala and congratulations Gubad. A small bit of justice in a very unjust world.

Hi everyone!
I would like to share with you that my father, Dr. Ibadoghlu, left Azerbaijan this morning and arrived in Berlin to get medical treatment.
I would like to thank everyone who has helped us during these trying times. We are very grateful for your help as a family.

Last week I wrote to the Foreign Secretary @Ed_Miliband @FCDOGovUK urging him to act now over the continued arbitrary detention of British citizen Ryan Cornelius in the UAE. Ryan has already spent 18 years in prison. The UN has ruled his detention arbitrary and called for his immediate release.
With Mohammed Al Shaibani replaced as Head of the Ruler’s Court, the Government must seize this moment. I have called on the Foreign Secretary to use the leverage available to Britain, including targeted Magnitsky sanctions @GMJCampaign against Al Shaibani, and press the UAE at the highest level for Ryan’s immediate release. It is time for action.

Many of us have repeatedly raised his case with the Government and called for sanctions against those responsible. There can be no more excuses and no more quiet diplomacy that leads nowhere. The British Government @10DowningStreet must use this opportunity to demand that Ryan is released and returned to his family. @FCDOGovUK @GMJCampaign

This morning I joined Heather Cornelius and Ryan Cornelius’ brother Chris at @10DowningStreet to deliver a personal letter from Ryan’s family, calling on the Government to do everything it can to secure his release from detention in the UAE. Tim Roca MP @Tim_Roca and Lord Clement-Jones joined us.

Today I pressed the Foreign Secretary @FCDOGovUK on the cases of British citizens Ryan Cornelius and Jimmy Lai.
Ryan has been unjustly incarcerated for 19 years in the UAE, while Jimmy Lai remains imprisoned by the Chinese Communist regime in Hong Kong.
Warm words are not enough. The Government must be prepared to use sanctions against regimes that unjustly imprison British citizens.
I also urged the Prime Minister @10DowningStreet to meet Jimmy’s son, Sebastien Lai. He should do so.

I have argued that Ryan Cornelius has been abandoned by the very government that should have been fighting for his freedom. If these reports are true, they raise profoundly troubling questions. Britain has a duty to stand unequivocally behind its citizens who are arbitrarily detained overseas. Warm diplomatic relations can never come at the expense of justice, and Ryan's case must remain a test of whether this Government is prepared to act, not simply express concern. telegraph.co.uk/news/2026/07… UK’s hostage envoy accused of abandoning British prisoners in UAE.
