They certainly have all the statistics and data to predict this before it even happens, and should be able to deploy people to tidy/remove/redistribute bikes. And then obviously they will know when it's built up like that.

From what I remember most of the work moving/charging bikes is "gig economy" and they offer, they don't have any permanent staff, so if they aren't offering enough money to move bikes they simply won't get moved.
