Note also that the numbers you referenced aren't all just 64-35, they're all 64.6 + or - 0.2, and 35.4 + or - 0.2. That's even more unlikely.
This is what happens when you don't pay attention in math class. Likely some corrupt programmer put in a random factor that he thought would alter the numbers, without making it look like it altered the numbers. Like (brain-dead example) "If this ballot was for the opponent, and the random number generator is greater than 0.6, then change it.". But he didn't bother to do the math, or he would have realized that if you use whatever that random element is, over enough cases, then the result converges on 64.6 and 35.4.
At least if I was going to vet the program that did this, then that's what I'd most expect to find. This is a typical undergrad mistake. Just because your algorithm has a randomizing element, that doesn't mean that the result isn't going to converge, over a large enough number of trials.
Also note that this kind of manipulation almost always leaves a footprint in the data. Statisticians who specialize in analyzing voting results know what properties honest results should have. Unless the corrupt programmer really knew what he was doing, they'll spot the strange results, and the nature of the strangeness will give them a strong clue as to what the programmer did.

Don’t expect Trump to veto what Democrats have traditionally done.
I’ve long called Trump a “NYC Democrat.” This is true of his economic orientation of tax & spend, disregard for debt (essentially MMT), & offering “free” money to people to make them dependent on government (or him) - breaking your leg & handing you a crutch.
He has said he’d be a great communist. I agree. He admires authoritarian leaders & has sought to concentrate more & more power not just in Washington but into the Presidency. I don’t suspect he will use the veto as much as he has claimed. As long as Democrats allow him to take personal credit, I don’t think he’ll have any problems with any statist, socialist economic programs.
It is also true of his social policies. Trump will not oppose transgender & LGBT agenda. Trump has been a pioneer in pushing transgender - remember he wanted a tranny to compete in one of his beauty contests. He paraded his personal depravity publicly for a long time, and not just with Epstein. He has virtue signaled over his support for same sex mirage, sold rainbow merchandise & thrown many galas at Mar a Lago for which he & Melania were praised by LGBT groups.
Moral depravity is something I don’t expect him to veto, but rather embrace as if it were a 13 yr old girl. But the less obvious depravity is the planned pandemic & the mRNA bioweapon, for which he is always given a pass by most alt-media even after the global death & disability he funded, demanded, & continues to push in the mRNA injections? I always called them the GCI (genetic code injection) to try to get people to think about what the injections really are. He & “MAHA” refuse to stop this. Instead, they are extending it & making it the basis of all kinds of human & animal injections. I don’t think pro-life people should give this a pass but rather look at it with the same critical eye they look at euthanasia, IVF, abortion, etc.
And speaking of “pro-life”, how do self-professing Christians bless the murderous genocide of the Anti-Christ, racist, hateful state of so-called “Israel”?
The best we could hope from a Trump President & Democratic congress is gridlock. Partisanship & ego may give us that, but I fear Trump is on the same page as the Democrats on moral degeneracy & command-control central planning.
