All he wanted is to help everyone and all the dirty cops felt threatened. Lucas felt hurt, alone. I Arkham is certainly hell so one night he decided to break out. He used his military skills took it his way out and he may or may not have broke a few people's bones to -

do so. After he was free he headed to a store and stole some cloths then made his way to the Iceberg lounge for a drink. Once there he took a seat and pick pocketed a knife and began to cut the hospital bracket off his wrist. It was safe to say he wasn't a happy man.
He certainly does need it. Many of the dirt cops don't like his view.

He doesn't agree with what people who haven't sent their did but, he knows that many of the issues are from trauma in there past. Someone needs to be there voice, he wants to be that voice.
