#NewReport: A new investigation by the Center for the Study of Organized Hate (CSOH) and @AP exposes a disturbing pattern of police shootings targeting Muslims over allegations of cow smuggling in India’s Uttar Pradesh state. Known as “half encounters,” these shootings often involve people being shot in the legs, leaving many with lifelong injuries. We documented 645 such cases involving 772 victims since 2020. Nearly 93% of those injured were Muslim. Across hundreds of encounters, people were shot in strikingly similar locations, often just below the knee. Since 2017, when Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP) came to power in Uttar Pradesh, 12,890 people have been injured in police shootings across the state. The state government has not publicly released a religious breakdown of those injured. We shared our findings exclusively with The Associated Press, which independently reviewed more than 200 cases and interviewed affected families, police officials, and experts. The evidence collected on hundreds of shootings clearly shows that the state institutions, particularly the law enforcement, are increasingly being used as the vehicles for the persecution of Muslim minority. This appears to have evolved into a bureaucratization of persecution, where policing increasingly seems to appear to be intertwined with majoritarian politics. Location: Srirampore, West Bengal Date: October 5 At an event organised by Bharatiyam on 150 years of Vande Mataram, BJP leader Sunil Deodhar delivered an anti-Muslim and anti-Christian speech, claiming that Islam seeks to convert the world and eliminate non-Muslims. He alleged that Muslim invaders abducted and enslaved Hindu women, killed Hindu men, and looted their wealth, claiming that practices such as night-time weddings, early marriage, restrictions on girls’ education, and veiling developed among Hindus to protect women from abduction. Invoking Savarkar’s call for the “Hindu-ization” of politics and the “militarization” of Hindus, he urged Hindus to learn to fight and use weapons, alleging that attempts to remove weapons from depictions of Goddess Durga were part of a conspiracy to disarm and “emasculate” Hindu society. He also claimed that a predominantly Muslim drug mafia was conspiring to make Hindu men impotent. Warning that Hindu youth would respond to attempts to wipe out or convert Hindus with “swords for swords” and “fists for fists,” he condemned Christian missionary conversions and claimed that five lakh girls are abducted by Muslims annually. He called for Islam to be taught in schools, alleging that Muslims consider Hindus “kafirs” and believe that killing or abducting them would earn them a place in Jannat. He described Muslims as potential “human bombs,” urging Hindus to defend themselves. Citing Vivekananda, he claimed that every Hindu who converts to Islam or Christianity adds one more enemy of Hindus. He urged Hindus to prevent their daughters from befriending or entering relationships with non-Hindus, describing such relationships as “poisonous,” and called on Hindus to buy products only from Hindu businesses. He also fearmongered over Muslim population growth, claiming it would outpace Hindu population growth and questioning Hindus’ future political representation and security.

Location: Banda, Shahjahanpur, Uttar Pradesh Date: October 20 VHP-Bajrang Dal members organised a Shastra Puja (weapon worship) programme, displaying and worshipping several firearms and swords. During the event, VHP provincial vice president Rajeev Singh fearmongered about a demographic shift, alleging that the growing “vidharmis” population would allow them to seize political power democratically, make laws, control government jobs and determine land ownership. He warned that Hindus would have nothing left in 50 years and urged them to have three or four children to maintain their majority. He claimed weapons would become useless once “vidharmis” exceeded 50% of the population and urged Hindus to arm themselves by keeping knives and sticks at home.
