๐ŸŒ From commitment to implementation: our first #COP17 member feature puts the spotlight on @AFD_en . During #COP17, weโ€™re showcasing how IDFC members are turning biodiversity commitments into concrete action. Here are two AFD projects already making a difference: - Ecuador: a โ‚ฌ92M loan supporting public policy for the conservation and sustainable use of oceans, strengthening governance and the restoration of marine and coastal ecosystems. - DR Congo: โ‚ฌ40M in loans and โ‚ฌ10M in grants to make Boma city more resilient, using nature-based solutions such as revegetation, flood management and ecological corridors for its 440,000 residents. These projects show how public development banks put nature at the heart of how they invest, in line with Pillar 3 of the IDFC Climate Delivery Roadmap. ๐Ÿ“ Meet AFD at COP17. Audrey Rojkoff, Head of the Climate and Nature Division, speaks at the ADB side event โ€œFrom Commitment to Capital: Scaling Nature-Positive Investment through the ADBโ€“EU Partnership in the Nature Solutions Finance Hubโ€. ๐Ÿ—“๏ธ Monday 26 October | 16:00โ€“17:30 (Armenia time) | ASEAN Pavilion More member features to come! Last week in Bangkok at the 2026 The World Bank Group / International Monetary Fund Annual Meetings, IDFC reinforced the pivotal role of Public Development Banks (PDBs) in translating global climate ambition into local execution. On the road to #COP31 in Antalya, IDFC Chairman Serge EKUE, Secretary General Nicolas Picchiottino, and Head of Climate and Development Finance Laura Sabogal Reyes engaged with international partners, multilateral development banks, and policymakers to advance the IDFC Climate Delivery Roadmap 2026 across its three core pillars: ๐ŸŒ Supporting Country-Led Delivery & Platforms (Pillar 1) Participated in strategic roundtables co-hosted with E3G, Glasgow Financial Alliance for Net Zero (GFANZ), the Climate Vulnerable Forum and V20 Finance Ministers (CVF-V20), and the Coalition of Finance Ministers for Climate Action to align transition finance with national priorities. ๐Ÿค Mobilising Capital & De-Risking Investments (Pillar 2) Advanced the operationalisation of the Catalytic Guarantee Facility (CGF) and the PDB Guarantee Hub alongside MIGA and Finance In Common (FiCS) to scale private capital participation. ๐Ÿฆ Strengthening Prudential Regulation & Enabling Environments (Pillar 3) Contributed to high-level discussions on prudential regulation, private capital mobilisation, and the enabling frameworks needed to unlock the full financing potential of PDBs. These exchanges were enriched by the active participation of IDFC member institutions at the highest leadership level, including Stella Rusine Ntez, CEO of the Development Bank of Rwanda (BRD) PLC, and Alicia Montalvo, Executive Vice President of CAF -banco de desarrollo de Amรฉrica Latina y el Caribe-, at the Pact for Prosperity, People and the Planet (4P) event on prudential regulation, as well as Dr Reynaldi Hermansjah, President Director of PT Sarana Multi Infrastruktur (Persero), at the event organised with The London School of Economics and Political Science (LSE)-CETEx (Centre for Economic Transition Expertise). Their engagement underscored the collective leadership of IDFC members in advancing reforms that can strengthen PDBs' financing capacity and accelerate climate investment. These discussions also helped inform the IDFC Annual Meeting on 18 October in Bangkok, where members consolidated their collective contributions ahead of COP31 and welcomed new institutions into the Club.

๐ŸŒ From climate ambition to investment delivery: IDFC at the Quy Nhon Dialogue! At the inaugural Quy Nhon Dialogue on Climate and Transitions (10โ€“11 October 2026) in Viet Nam, IDFC and @FinanceInCommon joined global partners to tackle a core challenge: How can countries invest in long-term economic transformation while navigating growing debt pressures, constrained fiscal space, and rising climate risks? Organised by RENCONTRES DU VIETNAM, hosted by ICISE Quy Nhon, and supported by @AFD_France as a founding partner, under the high patronage of the Gia Lai Province and the Vietnam Ministry of Science and Technology, the Dialogue brought together global leaders to explore energy security, financial transformation, and climate resilience. This question was central to the plenary on Reconfigurations of Transition Financing, featuring: - Rafael Leรฃo, Brazil's Ministry of Finance - Dr. Sam Koojo, Uganda's Ministry of Finance & Co-Chair of the Country Platforms Hub - Dorah Modise, South Africa's Presidential Climate Commission & Co-Chair of the Country Platforms Hub - Nicolas Picchiottino, Secretary General of IDFC - @RiouxRemy, Chairman of Finance in Common Moderated by Laura Sabogal Reyes, Head of Climate and Development Finance at IDFC and FiCS, the discussion highlighted the critical role of national and regional public development banks in translating national priorities into investment delivery. Three key priorities emerged: - Integrating climate and nature into macroeconomic and fiscal planning, recognizing both the costs of inaction and the economic benefits of resilience. - Connecting national strategies with concrete investment pipelines, through country-led platforms, project preparation, and stronger domestic institutional capacities. - Strengthening cooperation among national, regional, and multilateral development banks, ensuring guarantees, blended finance, and other instruments address real investment barriers. ๐Ÿ’ก Financial innovation must serve investment strategy, not the other way around. Our sincere thanks to the Government of Viet Nam for its generous hospitality and to all organisers and partners for making this exchange possible. These exchanges reinforce our #IDFCRoadToCOP, building momentum toward COP17 Armenia in Yerevan and the IDFC Pavilion at COP31 Tรผrkiye in Antalya, where IDFC members will advance concrete solutions for climate and nature finance. ๐ŸŒฟ For the first COP ever held in Amazonia, giving a voice to Amazonian communities was essential. Yesterday at the IDFC Pavilion, @AFD_en, @Int_IDEA, and @DeliberaBrasil brought those voices forward through the event โ€œHow can climate citizen assemblies leverage the impacts of private and public finance on the resilience of the local communities in Amazonia?โ€ Amazonian communities are on the front line of climate impacts, yet often face limited access to climate finance, fragmented support, and decision-making processes that donโ€™t fully reflect local realities. ๐Ÿ’ก By gathering randomly selected residents from Magalhรฃes Barata and Barcarena (two municipalities of Parรก), the assemblies enabled communities to define their own priorities for climate policies and financing, grounded in their daily challenges and opportunities. ๐Ÿ“Œ What emerged: - Clear recommendations to improve access, transparency, and responsiveness of climate finance - Locally defined priorities for adaptation, resilience, and sustainable development - Concrete opportunities for public development banks and philanthropic foundations to act together - A shared call for more inclusive, community-driven climate governance in the Amazon โ–ถ๏ธ Rewatch the full replay here: youtube.com/live/SXGjqTKzkP4

๐Ÿ“ข Launching at #COP30IDFC: the Transformational Finance for Climate Position Paper While climate solutions are accelerating, many countries still struggle to mobilize finance at the scale needed to implement their long-term strategies. Too often, investment is held back by regulatory gaps, unclear signals to markets, or institutions that are not yet ready for large-scale climate transitions. The Position Paper helps bridge that gap. It shows how governments and financial institutions can reshape the systems that guide investment, making it easier to direct financial flows toward low-emission and resilient development โ€” the core ambition of Article 2.1(c) of the Paris Agreement.
