From an outsider’s perspective, Piyush Goyal may well be the most clownish cabinet minister in the history of the Republic of India. At a time when India is facing a combination of internal and external pressures, what the country needs most is a far-sighted trade policy decision-maker. Unfortunately, Goyal is the one occupying that post, and he must bear the responsibility for the predicament India now finds itself in. When Trump rolled out his “Liberation Day” tariffs in April 2025, Goyal did not question the US's arbitrary and aggressive tariff policies. Instead, he repeatedly pointed the finger at China—the party being targeted—and, in a tone of open schadenfreude, declared that the situation was an “opportunity of a lifetime for India.” What he failed to anticipate was that once Trump’s pressure on China met with a strong response, Washington quickly turned its sights on India—largely because the US has little concern about India’s capacity to retaliate. Trump’s economic measures against India have been openly insulting: naked double standards in Russia-related tariffs; overtly racist rhetoric on services trade; and a predatory approach to energy and arms deals that treats India as little more than a bloodbag to be squeezed. Had Goyal remained consistent and firmly stood his ground concerning the US, one might at least respect his courage and intellectual consistency. But he did not. The most dramatic moment came when India itself became the primary target of American pressure-the very same gloating Goyal jumped right back, advocating for the resumption of economic and trade ties with China. He seemingly imagines Beijing to be just as short-sighted and frivolous as he is.
