UBA Mali is promoting this as an app feature. The underlying development is more structurally significant than the promotional framing suggests. BCEAO has achieved something PAPSS and PSDA are still working toward at continental scale. Free, real-time interoperability across banks, fintechs, and mobile money operators, spanning eight countries. That's a genuine win for financial inclusion and cost reduction in the WAEMU zone. But it's worth being precise about why this was achievable here first. WAEMU shares a single currency, the CFA franc. BCEAO didn't have to solve currency conversion, FX liquidity pooling, or cross-jurisdictional settlement risk. The hardest layer of what PAPSS and PSDA are attempting elsewhere on the continent. PI-SPI solved institutional-silo interoperability within a currency union. That's a meaningfully easier problem than solving interoperability across sovereign currencies with independent monetary policy. The lesson for anyone tracking pan-African harmonization: currency union isn't a nice-to-have precondition, it's the variable that made this particular success possible. Continental harmonization efforts without that precondition face a structurally harder version of the same problem.
• Téléchargez l’appli RedPay ici 👇🏽 Play Store : shorturl.at/ehAXr App Store : shorturl.at/sraT0 #PISPI #Interopérabilité #UBARedPay #africasglobalbank

FinCEN just proposed requiring stablecoin issuers to implement customer identification programs under the GENIUS Act. US-side compliance floor established. The corridor-specific delivery layer. CBN nominee accounts, BoG VASP licensing, BEAC documentation gaps, M-PESA trust batching doesn't harmonize automatically. Compliance at issuance and compliance at delivery are two different problems.

A lot of people commenting on this tweet I wrote miss the point. Loans are funded by cheap deposits, and the bigger you want your loan book to become, the bigger your deposit base becomes. That is where the fight starts. This is NOT about lending but the funding of the lending. I will write a deeper article about it. The real competition is on the deposit side of the equation, which will fund profitable lending. Banks have had a monopoly on this. Large fintechs won't be borrowing expensive money to lend; they also won't be depending solely on float. FairMoney, PalmPay, OPay, Flutterwave, and even Piggyvest and Paystack won't sit idle and watch Moniepoint. The market is going to change in a way we have never dreamed of. There may also be a few new mega funding rounds or even IPOs to initially back this.

When payments people tell you we have 'instant' cross-border, they're lying. What we have: $25M pre-funded in foreign banks so transfers LOOK instant. Stablecoins will eliminate pre-funding entirely. Here's the phase transition most are missing 🧵

Stablecoins are a tale of two cities. USDC and USDT aren't really competitors. They're each incumbents in two distinct financial realities. One world is for dollars that are compliant, programmable, and institution-ready The other is for dollars that are permissionless and often politically adversarial One is the future of banks and financial services The other is replacing banks where they’ve already failed. Fintech 3.0 (Global North) Large institutions (JPM, BofA, Worldpay, now Fiserv) are preparing to launch custody, wallets, and payouts and P2P flows. These are reactive moves, triggered by regulation. Regulated dollars, rebuilt for speed, programmability and democratized yield. Not access. It’s fintech’s next chapter, and there's great opportunity here. Permissionless Dollars (Global South) But there’s a different story playing out across the Global South. Here, stablecoins help people escape currency collapse, capital controls, and political instability. 4% yield matters far less than avoiding 50% loss of purchasing power. USDT isn’t “the future”, it’s the present for people with broken currencies and no options. No KYC, no yield, no trust in institutions. Just dollars that work, without permission, to power use cases across the moral spectrum. Two Worlds, Two Logics One world wants better infrastructure. The other just wants access. One bets on policy and partnerships. The other bets on chaos, and wins when systems fail. Yet most builders chase both sides without asking why stablecoins matter at all. You can’t scale globally without choosing which logic you serve. Regulated programmability or permissionless necessity. Two systems. Two incumbents. One decision that determines your strategy.

I wrote the below-linked post (link at bottom) in a cavalier way and realize now it could have been worded more thoughtfully. So let me reiterate the thrust of my argument (which is still in the process of being refined!). 1. US dollar dominance is not just an “exorbitant privilege,” but a unique global public good that the U.S. manufactures and exports — effectively at cost, since it's backstopped by fiscal deficits the U.S. must pay interest on. 2. Other nations benefit from exposure to this “good” for free — and often exploit the arrangement to their own advantage. 3. If you think of the dollar as a powerful “trust technology” that America produces and exports, it starts to seem wild that the U.S. doesn’t charge more explicitly for this service. The dollar doesn’t just facilitate global trade — it reduces transaction costs, enhances global financial stability, and anchors the entire offshore financial system. And no one has built a better alternative. 4. The fact that U.S. Treasuries and dollars don’t price in this “trust premium” for foreign holders incentivizes both free-riding and excessive hoarding — not for trade and commercial purposes, but for currency suppression, rent extraction, or capital storage. The result: a global imbalance that disadvantages U.S. taxpayers. 5. In effect, America is renting out its sovereign balance sheet — just like banks rent theirs in financial markets — except it’s doing so for free. 6. This mispricing means U.S. goodwill is routinely abused by countries seeking to maintain trade surpluses or engineer competitive devaluations — distorting fair trade and reducing productive dollar use. 7. This is bad for America and the world. It leads to the overproduction of dollar assets for non-productive rentier purposes. And since U.S. taxpayers still fund this overproduction, it amounts to a misallocation of public resources. Worse, it risks collapsing the entire “dollar-as-a-service” model. It’s unsustainable. 8. The U.S. can counter this by recognizing its role as a provider of global trust infrastructure — and begin charging appropriately for it. 9. One way: tax interest/coupon payments to foreign holders of USTs. This would act as a kind of demurrage fee (inverse Regulation Q), discouraging passive dollar hoarding and rent-seeking behavior. 10. This would fundamentally shift the incentive structure around holding dollar-denominated assets in a risk-free way abroad. In the long run, it would make it uneconomical to passively accumulate or hoard USTs for purposes other than generating additional returns through more productive channels such as trade, investment, or commercial activity. In essence, the practice of holding dollar assets purely as a store of value — or using them as idle collateral to underpin trust without active circulation — would become financially disadvantageous. To conclude: It’s entirely reasonable that the U.S. should charge for access to its "trust-generating" dollar technology. This would transform global dollar float from “rentier capital” to working capital, in service of actual commerce and mutual prosperity. Would the U.S. still need to run a fiscal deficit under this model? Probably — but the quality of that deficit would change. Instead of subsidizing unproductive global hoarding, the U.S. would be financing a system that pays rent, disciplines freeloading, and channels trust toward growth. It’s not about ending deficits. It’s about earning returns on them and creating a positive sum financial system that generates growth. teapawt.net/izakaminska/status/190…
The objective is to reduce the amount of dollars held in foreign silos in such a way that they unfairly influence the exchange rate and reduce reciprocal trade flows. The objective is not to reduce surplus dollars as a whole. Simply put, they want foreigners to recognize that America produces and exports this awesome technology called “the dollar” which allows almost anyone in the world to improve their trust score if they use it in trade. This in turn helps them to bring down the cost of trade, while boosting overall trade flows, increasing wealth for everyone. Currently America doesn’t just provide this amazing good to the world for free, it even pays foreigners a return for the privilege of doing so. This mispricing has incentivised far too many countries to sit on USTs in an immobilised state, collecting rents, rather than use them as a genuine means to lubricate and enhance trade, thus adding to productivity and reciprocal trade back flows into the U.S. If America was to charge foreigners for access to this amazing float technology, however, this would discourage it from being hoarded by countries that benefit from repressing reciprocal trade flows. The effective demurrage would also ensure that the US fiscal deficit never had to be extended over and above the absolute needs of global trade. In short, it would transform the global U.S. dollar float into actual “working” capital instead of idle and immobilized “rent seeking” capital.

With policies like these, it's just a matter of time before the entire illicit drug trade switches from cash to stablecoins like Tether and USDC, to take advantage of the fact that stablecoins don't identify their users.

We all know insatiable dollar demand for trade/treasury is underpinning all of this buzz in African xborder / stablecoin. But let's be real and stop conflating a programmable black market with the "future of xborder payments." Every discussion I have touches on differentiation but as long as you're selling dollars into a bottomless pit of demand, the only measure is how many dollars you can get your hands on. As things get crowded, a race to zero. I see so many investors/founders right now basking in TPV as the headline metric as if programmability of the dollar doesn't increase its fungibility. Too many premature victory laps. Get your liquidity right. Get your product roadmap right. Get your retention right. And reach out to us to help you get there.
