I think the President really meant well on this housing thing. Problem is public perception that he does NOT have honest people who can faithfully run such a highly liquid project without defrauding us. Project will spoil the Presidents' legacy in my view.

The presence of Decision Rights can be studied from five Organizational Traits. The five traits form part of "The Secrets to Successful Strategy Implementation" as empirically proved by Neison et al - survey of more than 28,000 people. and successfully tested in my MBA Thesis.

In my MBA Research, now accessible on Strathmore University web page, I confirmed that Decision Rights is a key variable which must be present if a strategic plan is to be successfully implemented. And that the variable applies to Non Profits as it does in For Profits.
