Yes, the system is heavily weighted in favour of developers who have the money and the expertise and now a seat on the board of Historic England. They can fight a long fight because the pickings are so great at the end.

The Royal Jubilee Bells at St James Garlickhythe were cast at Whitechapel Bell Foundry, where we want to cast THE ELIZABETH BELL for the Elizabeth Tower in Westminster to celebrate the 70th anniversary of the Queen's coronation, in 2023.
