The restaked asset is held in a smart contract on the source chain. There’s no way to prove to that contract that certain restaked validators withheld data, hence there’s no way to slash it for data withholding short of hardforking the source chain which in this case would be Ethereum. That ain’t happening Whereas if you have a DA protocol with its own token, it can and would hardfork to slash data withholding
