Gen. Saleh's revelation that he commenced plans for dialogue with Dr. Kizza Besigye after reading an X post by Gen. @mkainerugaba directing or suggesting the idea to him tells of the power of on-spot communication using social media. Disciplined officers like Saleh, shaped by their early years of commitment in the struggle up to now when they are senior, take every word of substance and act on it. I have seen many directives of H.E @KagutaMuseveni (both written and verbal) ignored by MDAs yet doing so is a crime. This is a sign of great indiscipline, recklessness, incompetence and insurbodination on their part. An X post by H.E the President carries weight and immediacy almost as equally as any formal communication for a focused official. Even President @realDonaldTrump uses social media (mostly his Truth Social platform) to communicate his directives. This makes it easier for the public to keep track and audit their implementation. Perhaps, we should have a review of all Presidential directives and guidance on key government programs aimed at improving service delivery that have been ignored and hold the responsible MDAs accountable.
