Because the Reapers weren't supposed to be a individually interesting threat like Saren was. They're the shadow that follows you across the series, the doom at the end of the road. This is like asking for Cthulu to give a monologue when that's not the purpose of Cthulu

It’s honestly insane how much more interesting the pawns of the reapers were than the actual reapers. Like can you even remember any memorable dialogue from harbinger beyond “assuming control”
