Probably the best way to reform California is for the federal government to carve out a microstate along the prime coast, with ideal geography, ports, infrastructure.
It would report only to the federal government. 1 million acres.
For starters, California’s maligned refineries and other disfavored-but-necessary industries could move to this microstate and provide the first anchor point for its economy.
This microstate could also innovate on immigration policy by issuing a visa valid only amongst the US special economic zones with subsequent consideration given for entry into the US at large.
California is one of the most beautiful, productive, and talented places in the world. It can do better.
We need more special economic zones in the U.S.
We should designate ~10 or so like this across different pieces of federal land, each with its own exemption from federal and state law.
One for bio, one for drones/aviation, one for crypto, one for robotics, one for mining, etc.
See what happens without so much regulation within a small sandbox. Copy what works outside.

The Senate should have accepted @RandPaul’s amendment for a special inspector general — an accountant — to watch over US funds sent to Ukraine. It refused, which can only mean one thing: our money is being stolen.
