Introducing the AfSEM Monitor, Issue 01, From Decisions to Delivery
The @_AfricanUnion Commissionโs Infrastructure and Energy Department launches the AfSEM Monitor, the official biannual publication tracking the progress, readiness and investment outlook of the African Single Electricity Market (AfSEM). Issue 01 sets the baseline under the theme โFrom Decisions to Deliveryโ.
The Monitor reports progress and constraints side by side, tracking what has been achieved, where the bottlenecks sit and what the priorities are for the road ahead. Issue 01 covers:
- AfSEMโs governance and coordination structures
- Progress in regulatory readiness and regional market integration
- Validated pre-feasibility studies for 9 cross-border interconnectors involving 20 countries
- Six key signals to watch over the next 12 to 24 months
In her foreword, H.E. @LDMataboge, Commissioner for Infrastructure and Energy, writes: โAfSEM is ultimately about more than electricity. It is about creating the infrastructure and market conditions that allow Africaโs economies to trade, industrialise and prosper.โ
Read Issue 01 and contribute to building Africaโs integrated electricity market. Issue 02 follows in six months:

This past weekend I was in Cairo, Egypt as part of the Commissionโs ongoing engagement with Member States to align national infrastructure efforts with continental priorities and to strengthen cooperation on regional project delivery.
I commend Egyptโs substantial infrastructure investments, including the railway link connecting Cairo to the New Administrative Capital, and the visionary leadership guiding the countryโs infrastructure transformation.
The discussions I held covered the Programme for Infrastructure Development in Africa (PIDA), including its Priority Action Plan II mid-term review, which represents an opportunity to assess progress, consider onboarding new priority projects and address implementation bottlenecks.
I reaffirmed our commitment to reinvigorating the Presidential Infrastructure Champion Initiative (PICI), working closely with Egypt and other Member States.
The PICI initiative provides an instrument for mobilising high-level political leadership to overcome cross-border coordination challenges and unlock progress on strategic regional projects.
Egypt has expressed its readiness to support continental infrastructure development by sharing its experience and technical expertise.
As my visit continued, further engagements explored cooperation on Africaโs connectivity and integration priorities, including a visit to the project office for the Establishment of a Navigational Line between Lake Victoria and the Mediterranean Sea (VICMED), a PIDA project that aims to connect East and Central Africa to the Mediterranean through an integrated waterway and multimodal transport network, facilitating trade and regional integration. Afreximbank and the Suez Canal Special Economic Zone presented a further opportunity to solidify our trade-enabling infrastructure delivery ambitions. #PIDA #PICI #infrastructure #AfCFTA

Yesterday I paid a visit to H.E. Brigitt Ory, Ambassador of the Federal Republic of Germany to Ethiopia and Permanent Observer to the African Union and UNECA at her residence. We exchanged views over a warm cup of tea in preparation for the African Union - Germany Partnership Dialogue taking place at the @_AfricanUnion headquarters next week.
Energy access sits at the centre of our partnership with Germany. Our conversation engaged on geothermal and and other renewable energy sources, and on the options for reliable baseload power that Africaโs industrialisation will depend on.
Germany has been a steady partner across many of our shared initiatives, and I look forward to building on that in our engagements next week. #AUGermany #energy #geothermal #agenda2063 #theafricawewant #theafricawebuild
Infrastructure connectivity and regional integration were at the heart of my meeting today with H.E. Frantiลกek Ruลพiฤka, Deputy Secretary-General of the @OECD. I was honoured to represent the Chairperson of the Africa Union Commission H.E. @ymahmoudali at the 46th SADC Summit held in eThekwini (Durban). This week saw the constructive conclusion of the 49th Ordinary Session of the Executive Council - a gathering Foreign Ministers from across the African Union who deliberated on matters of African and global significance under the chairpersonship of the Republic of Burundi. The session carries particular weight for the Infrastructure and Energy Department. Among the decisions taken was the approval of the Roadmap for the Theme of the Year 2027, "AU at the Dawn of its 25th Anniversary: Leveraging the Full Potential of SAATM and New Technologies for Continental Integration". The Roadmap sets out how the Single African Air Transport Market (SAATM) and new technologies will be harnessed to deepen continental integration in the implementation of Agenda 2063 and its Second Ten-Year Implementation Plan.
The decision will be endorsed by the Heads of States and Government in October 2026.
