Congress did its part. Now the law needs to be implemented. On October 16, the President signed an executive order waiving the core provisions of the Lindsey O. Graham Sanctioning Russia and Iran Act, two days before they were due to take effect. The waiver has no end date. It suspends mandatory sanctions on Russian banks, state-controlled enterprises and the energy sector, as well as tariffs on countries that keep buying Russian oil and gas. This law passed with rare bipartisan unity: 86-11 in the Senate and 262-159 in the House, with the backing of the White House. Republicans and Democrats came together because they agreed that strong pressure on the Kremlin is the path to a just and lasting peace. That unity matters now more than ever.
