BBC news back in 2018.
Tool theft is still a major issue.
Make breaking into a commercial vehicle a specific offence would help the police with the burden of proof when the tools are not recoverable imo.

Henry Nowak was just 18 years old, with his whole life ahead of him. His murder was a horrific and senseless crime, and my thoughts remain with his family and friends, who have endured unimaginable loss and heartbreak.
The Nowak family have shown extraordinary courage and dignity in their pursuit of answers. Henry’s case has raised serious and legitimate questions about whether more could have been done to prevent this tragedy, and about the response of public authorities in its aftermath.
An independent review will seek those answers.
I am grateful to Alex Chalk for agreeing to lead this important work. He brings considerable experience and expertise, and I know he will conduct the review with the rigour, independence and seriousness that Henry’s case demands.

Spot on and right to raise the school exclusion > prison pipeline.
Good to see Labour MPs talking about addressing negative outcomes for white working class white boys.
Historically progressives have shied from doing so.
Working class white boys highest group to drop out after GCSEs.
This is a growing national crisis.
Boys lag girls from nursery to university.
They are more likely to be socially isolated – suspended from the classroom, excluded from school, and checked out of the workforce.
Research even suggests that the much-vaunted gender pay gap has reversed for the younger generation, with young women outearning their young male peers.
More gravely, young men make up almost the entirety of the prison youth estate and are twice as likely to take their own life than girls.
